Work Unit:


The Division of Child Support Services (CSS) exists to assure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, and the enforcement of those obligations.

The Division of Child Support Services is responsible for fulfilling federal and state legislative mandates, affecting and supporting positive program policy, and assessing and improving program performance; by providing development and support of the Automated Child Support Enforcement System (ACSES); by providing oversight of the Family Support Registry (FSR), Colorado’s mandated State Disbursement Unit; and by providing leadership in completing special Division wide initiatives. The Division and its OIT partners develop and operate automated data interfaces with other state agencies, private institutions, and employers; and provide applicable training to employers, state and county partners. The Division staff collaborates with the Governor’s Office of Information Technology to deliver an effective, secure, and efficient ACSES that is in compliance with Federal and State laws and requirements to over 700 state and county program staff. The Division manages all contract procurement, monitoring, and administration associated with acquiring and managing contract services. The Division is responsible for ensuring that the implementation of federal requirements contained in Title IV-D of the Social Security Act and accompanying regulations, state legislation are fully supported by the Automated Child Support Enforcement System. Division staff provides leadership, training, assistance, and support to 64 county CSS units to improve performance and maximize counties’ ability to provide quality child support services to the public. The Division is responsible for ensuring the ongoing continuity of operations of ACSES, its 50 plus interfaces with other state and federal agencies and the modernization of the ACSES to fully support the 700 plus child support professionals in the state.

Description of Job

The position has hybrid work arrangements. Effective in September, 2023 employees will be expected to report to the office at least 2x a week. These arrangements are subject to change.

This position is Part-Time

This position is responsible for understanding the business rules for changes in the Automated Child Support Enforcement System (ACSES) as they apply to the Division’s programs; identifying and recommending the development of high level business requirements for changes that are needed; working collaboratively with Division staff, county staff, the automated system vendor, OIT, and other Department staff to complete the change process; approving the change process documents; overseeing and coordinating the testing and validation of changes to ensure the requirements have been met. This position supports the Division by providing state support, including technical assistance, system information and clarification, and general program assistance to county staff responsible for program implementation.

The individual in this role provides recommendations to Division management and the ACSES Product Manager on uses of IT resources to maintain compliance with state, federal, and local regulations, and statute; modernize system functions to support and promote smooth functionality for all users; and ensure efficient compatibility with other program areas; Represent the Division at project and process management meetings with OIT and the vendor.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum qualifications:

Six (6) years of experience in Child Support Services program experience.

OR

Bachelor's Degree from an accredited school in Finance, Mathematics, or a closely related field, and 2 years of experience in Child Support Services program experience.

Substitutions:

  • Additional experience in the specified areas will substitute for the degree on a year for year basis.
  • A Master's or Doctorate Degree in the specific areas will substitute for the required experience on a year for year basis.

Preferred Qualifications:

  • Knowledge of the Colorado child support program

  • A strong knowledge of the Automated Child Support Enforcement System (ACSES) and its functional areas.

  • ACSES (or other comparable automated system) experience – user and operational support, and systems development

  • System-related instructional experience

  • Child support knowledge is crucial to the success of the position

  • Excellent written and oral communication skills

  • Excellent interpersonal skills

  • Successful at the 4 qualities of excellent public speakers (introspection and self awareness, the ability to tell a story, generosity, confidence)

  • Training experience within a financial, CPA, or bookkeeping role.

Conditions of Employment:
  • Must be willing and able to travel throughout the state for training and other related state business.
  • Must pass a background check and reference checks.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
