Summary

Under the general direction of the Charlotte Business INClusion (CBI) Officer, the CBI Business Inclusion Manager works closely with the CBI Officer to provide executive-level administrative operational leadership to the Office of CBI, inclusive of office management, budget operations, coordinating outreach events and serving internal and external committees. This position requires strong organizational and analytical skills with the ability to provide recommendations to increase effectiveness and efficiency of the program. The incumbent must exercise considerable initiative, independent judgment, and confidentiality; and demonstrate effective communication skills, oral and in writing, in dealing respectfully and responsively with all customers.

Major Duties and Responsibilities

  • Collaborates with internal (city departments/liaisons) stakeholders to promote and advance diversity, equity, and inclusion in city spending.
  • Plans, guides, educates, and advises city CBI certified Minority, Women and Small Business Enterprises (MWSBEs) on strategies in the areas of diversity, equity, and inclusion in city spending.
  • Partners with agencies, educational institutions, and internal and external stakeholders to ensure race/gender neutral and conscious programs supports the City of Charlotte’s values and strategic goals related to public spending.
  • Supports administration of CBI programs including the Construction Bonding Program, Capital Access Program, CBI University, and etc.
  • Supports the CBI office with tasks related to office management, process improvement, and general administrative support.
  • Research and compiles information for CBI Officer, Senior Leadership, and City Departments.
  • Supports administration of CBI budget to include accounts receivable and accounts payable, process journal entries, research, and compile data for budget reports.
  • Supports the establishment of performance metrics and analyzes program objectives and outcomes.
  • Serves as a subject matter expert regarding supplier diversity best practices to internal stakeholders and the external community & organizations.
  • Participates as a stakeholder for training initiatives related to city contracting on cultural competency, gender differences, and building a climate of equity and inclusion, as well as other topics designed to increase awareness and support of equity and inclusion values.
  • Consults and works closely with the Charlotte Business Inclusion Advisory Committee.
  • Seeks legal guidance from City’s Attorney’s Office.
  • Assists the CBI Officer on special projects, etc.
  • Supervises CBI staff while providing direction to department liaisons, interns, and consultants.
  • Attends outreach events to educate the public on the program.
  • Supports overseeing technology inventory for the office.

Preferred Qualification

  • Certified Diversity Executive credential, certification(s) or equivalent.
  • Working knowledge of procurement practices and social media communications.
  • A minimum of two years of experience in supplier diversity management.
  • A minimum of three years of experience in supplier diversity management, contract compliance, and/or implementation of diversity, equity, and inclusion initiatives related to public spending including at least one year of experience in community engagement and one year of experience in program management.


Minimum Qualifications

Bachelor’s Degree in Business Administration, Public Administration, Law, Public Policy or related field and five (5) years of progressive executive-level administrative experience or equivalent education, skills, and experience to perform the essential duties of the position.

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry, and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report, and to properly store and dispose of information derived from such reports.
