Job Duties

The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Residency Business Administrator for our Williamsburg Residency. The incumbent will manage and administer financial, procurement, inventory and budget programs for the business unit to ensure compliance with policies and procedures. Will administer, manage and perform the procurement of goods and services; perform contract administration and compliance; direct the residency accounts payable/receivable functions; analyze and redistribute funds; interpret and ensure compliance of time and leave; administer residency inventory via the Inventory Management System; develop, monitor and analyze budgets/expenditures; and conduct residency meetings to provide fiscal, procurement and inventory management system leadership and training. This position is part of the Residency Management Team and as such, will also assist the Residency Engineer (RE) by providing coordination of residency business functions related to customer service, ITS, facility management, employee recognition, adopt-a-highway, and other programs as assigned by RE.

Minimum Qualifications

Requires extensive knowledge of general accounting/auditing principles, procurement procedures, inventory management controls, budget administration, and of contract/negotiation methods.
Skill in the use of computers and related software (MS Office & automated financial/inventory systems preferred); to analyze, research, investigate, reconcile and evaluate data.
Demonstrated ability to communicate effectively both orally and in writing.
Ability to plan, organize and set own priorities with minimal supervision.
Ability to interpret and apply policies and procedures.
Ability to lead projects and teams.
Experience supervising and directing the work of others and provide technical training.
Knowledge, skills and ability to develop, assemble, advertise, award and monitor contracts.
Experience in accounting, contract development/administration, financial/budget development, monitoring and analysis.
Valid Driver’s License required.

Preferred Qualifications:

Degree in accounting, business administration or related field; equivalent experience or training may substitute for degree.
Virginia Contract Officer certification preferred.

This position is essential, and all duties associated with the job are required during emergency situations which may include but are not limited to inclement weather, disaster response, and emergency operations.
