Building Inspector for Home Repair Program

Salary: $60,000 to $80,000 Based on Experience.

General Summary

Under the direction of the Building Official and Economic Development Manager, the position performs building plan reviews and on-site field inspections of properties to verify compliance with the approved construction documents, adopted codes, and ordinances of the City, to safeguard public health, safety and general welfare. This position is also responsible for administrative functions relative to the documentation of plan reviews and inspections. Works under the guidance of applicable federal, state and City laws, rules and regulations. Provides assistance to property owners in determining home repair needs, estimating costs, preparing bid documents, selecting contractors, and monitoring construction. This position is temporary and will end at the close of the American Rescue Plan Funds in 2026. If there is an extension to this position it will be discussed with the selected candidate prior to close date.
The following duties are the main functions within this role. Other duties may be assigned by the supervisor:
  • Inspect property and advises owners on housing repairs needed.
  • Prepares work write-ups and cost estimates for single family projects. Writes detailed construction specifications, and draws and designs floor plans and additions. Works closely with property owners, architects, engineers, building officials and contractors. Promotes contractor retention and development.
  • Prepares construction contracts for property owners and obtains bids from contractors. Completes environmental review checklist.
  • Assists property owners in selecting acceptable contractors; recruit’s contractors from diverse and under-represented groups.
  • Inspects rehabilitation work and authorizes payments. Approves change orders, arbitrates disagreements between property owners and contractors, and obtains lien waivers prior to final payment.
  • Conducts follow-up inspections of completed work.
  • Prepares detailed forms and reports; writes letters to property owners and contractors.
  • Works with Economic Development Manager to develop and implement goals and long term work programs.
  • Works closely with other City staff in evaluating the program, and determining operational objectives and meeting overall program goals.
  • Provides information and updates to residents, property owners, contractors, City officials and others regarding the Owner Occupied Home Repair program.
  • Performs related duties as assigned.

Required Minimum Qualifications/Desirable Qualifications:

  • Knowledge of the Michigan Building Codes and related laws & regulations.
  • Knowledge of the inspection techniques and practices.
  • Knowledge of the occupational hazards and safety precautions applicable to the work.
  • Ability to review blueprints & building plans.
  • Ability to read, interpret, and apply codes, laws, rules, and regulations relative to the work.
  • Ability to communicate effectively and professionally. Ability to meet and work effectively with others.
  • Must have or be able to obtain Lead and Asbestos Supervisor Certification within 3 months of hiring.

Experience:

  • High school graduate or equivalent
  • Registration with the State of Michigan under Act 407 as a Plans Examiner and Building Inspector as determined by State of Michigan
  • Two (2) years of recent experience as a building Inspector/Plan Examiner in residential and/or commercial construction. Experience for a Municipality is desired.
  • Must possess an in-depth knowledge of Michigan Building Codes and related standards, and the ability to apply this knowledge in the field; Michigan certification lead abatement supervisor is a plus.
  • Effective written and oral communication skills.
  • Intermediate proficiency with office computers and related software.
  • Valid Michigan driver’s license and a good driving record.
