The mission of the Parole Board is to increase public safety by evaluating an individual’s potential for successful reintegration to the community through the use of innovative evidence-informed practices.

Colorado Parole Board Members are appointed by the Governor to a three year year term, subject to confirmation by the Colorado State Senate pursuant to the provisions of §17-2-201 (1), C.R.S.

About the Position:

Parole Board members review, consider and decide applications for parole. The board may parole any person who is sentenced or committed to a correctional facility when such person has served his or her minimum sentence, less time allowed for good behavior, and there is a strong and reasonable probability that the person will not thereafter violate the law and that release of such person from institutional custody is compatible with the welfare of society. Members are expected to participate in board meetings, in-services, and trainings to remain up-to-date on research and best practices to guide in evidence-based decision making.

Members should have experience working on a multi-disciplinary team involving criminal justice and behavioral health components and understand the use of risk assessments in evidence-based decision making.

This position has a remote work option.

Essential Duties and Responsibilities:
This position is a full-time position that has, in addition to other provisions of law, has the following duties and responsibilities:

  • Makes decisions at parole application hearings for offenders. The decisions will utilize the Colorado risk assessment scale developed pursuant to the provisions of §17-22.5-404 (2) (a), C.R.S., as well as any other pertinent information provided by case managers, parole officers, law enforcement, family members, and victims.

  • Conduct parole application, rescission and revocation hearings at all state and county correctional facilities across the state of Colorado. This may include in-person or virtual meeting conditions or a combination. This includes educating and counseling the individual on effective reentry efforts they can undertake. The scope of the hearing/interview includes the individual’s criminal, social and substance abuse history, previous adjustment on parole or probation, conduct within the correctional institution, programming, parole plans, and other factors. A hearing/interview may also involve an attorney, the victim(s), witnesses, and other interested parties. If the individual is granted parole, the Parole Board member sets the conditions of release.
  • Retrieves, reviews and collates information obtained from multiple databases regarding offenders in a confidential and professional manner. Critical thinking skills often involving emotionally charged events and circumstances are necessary.

  • Able to organize thoughts and effectively communicate thoughts in a manner consistent with contemporary virtual or in-person presentation skills. This presentation is provided in a way that a possible combination of offender, CDOC personnel, victims, supporters, legal representatives will understand and comprehend the purpose of the hearing. Public speaking is an important component of this position.

  • Reviews official parole applications, prioritize and organize caseload, and provide appropriate communications with all parties involved in the application process. Ensures applications for parole, follow-up paperwork, actions and signatures necessary are reviewed and processed in a timely manner. There is a need for board members to assist other board members with required signatures and information in a timely and harmonious manner.

  • Establishes, reviews, and modifies the terms and conditions of parole based on the needs and the changing risk assessment of the parolee.

  • Ensures that all statutes pertaining to the Parole Board are followed, including but not limited to, statutes delineating the rights of victims of violent crimes.

  • Utilizes video conferencing and electronic data management to manage caseloads, conduct hearings, and provide communication and information to interested parties.

  • Participates in all Parole Board meetings with all members to discuss and resolve board issues, conduct outreach with external customers (i.e. Parole Officers, Case Managers, victims, families, etc.).

  • Maintains consistent lines of communication in an appropriate and professional manner.


Minimum qualifications include:
Five years of experience in a relevant field and knowledge of:
  • parole laws and guidelines,
  • rehabilitation,
  • correctional administration,
  • the functioning of the criminal justice system;
  • issues associated with victims of crime;
  • actuarial risk assessment instruments and other offender assessment instruments used by the board and the Department of Corrections.

A combination of minimum experience and education in all aspects of the criminal justice system is preferred. Special consideration for higher education, behavioral health, therapeutic experience, special offender programming, community based offender service expertise and other clinical, legal and research based providers will be considered. Attention to the need to reduce recidivism is an important goal for the Colorado Board of Parole.
