MTS is seeking candidates with an A.S. Applied Science degree in Bioenvironmental Engineering Technology or equivalent with a minimum of 4 years experience performing maintenance, calibration, and use of equipment for industrial hygiene, radiological monitoring, environmental monitoring, incident command, emergency/hazardous response and surveillance including soil/air/water testing, and other scientific medical laboratory equipment. Must have an applied knowledge of OSHA guidelines and regulations and possess strong analytical, troubleshooting, problem solving, and planning skills as well as technical writing using MS Office software.

Candidates must have calibration experiencing in performing Test, Measurement and Diagnostic Equipment (TMDE) functions on medical and nonmedical equipment as well as performing the maintenance and calibration of all TMDE along with any other equipment provided by the Government for use in daily operations, per manufacturer schedule. Must know how to establish and document a monthly preventative maintenance and calibration schedule and be capable of documenting the data into automated systems

The technician must be capable of performing equipment inspection, testing, and maintenance in strict accordance with manufacturer’s literature, NAVMED P-5132, American Advancement of Medical Instrumentation (AAMI), DMLSS checklists, and the applicable BUMED/NEMSCOM directives. The process includes performance of NMRLC design driven equipment changes such as installing and removing biomedical equipment into and from ISO shelters or outfitted containers. The technician must be able to document all operational, calibration, checks and maintenance performed, and ensure annotation in the automated system (currently DMLSS). Documentation shall be packed with the equipment, and a copy shall be provided to NEMSCOM Biomedical QA Team for verification before equipment packaging. The Contractor shall validate/update condition codes, locations, proper maintenance activities, and operational status of equipment is within DMLSS.

The technician will complete the receipt and equipment inspection, testing, maintenance, quality control process on the downloaded equipment, and submit the completed item along with a MEQSIR to the Government within the required time allowances after the completion of the download. All equipment maintenance actions shall be entered in DMLSS Equipment and Technology Management (E&TM) Module.

The technician will develop (as necessary), maintain and update equipment checklists as needed to ensure testing is done in accordance with performance work statement requirements. Work orders shall be updated to maintain an accurate status on the unit. The technician will fill out all portions of the work orders within DMLSS to include maintenance/calibration done by others. The technician will scan and electronically attach any supporting documentation (outside maintenance, parts receipt documents, quotes, inventory lists, calibration certificates, etc.) to the work order. The technician will document workers’ time working on the equipment within each work order. The Contractor shall complete scheduled and unscheduled work orders within the timeframes as required by the NMLC FY Logistics Guidance and NAVMED P-5132.

Submit a monthly preventive maintenance and calibration schedule for biomedical equipment Biomedical Maintenance Supervisor.

Assemble, maintain, and catalogue equipment manuals in a Technical Library within the biomedical repair shop. Manuals will be placed in binders for each NSN, part number, and various model number(s) and have available for technician daily use and Government review. Perform an annual Technical Library inventory and provide results to the Biomedical Maintenance Supervisor.

Perform all repairs per manufacturer maintenance service manuals or technical manuals/specifications as applicable. Repairs include, but are not limited to, overhauls, rebuilds, rehabilitations; replacement of components, assemblies, and subassemblies; machining and welding.

During inspection/maintenance processes the technician may determine the need for repair parts or calibration services for biomedical equipment. In these cases the technician will prepare a Contractor Material Request (CMR) in accordance with local instructions to procure required calibration services and repair parts in accordance with MTS procedures. The technician will file completed CMR’s in the equipment history jacket along with documentation for maintenance or work covered by warranties, recalls and other maintenance activities. For maintenance, calibration or repairs that can be completed utilizing bench stock material CMR pre-approval is not required to make the repair or perform the services.

The technician will be responsible for identifying equipment and making recommendations to the Government for disposition if repair cannot be accomplished with in-house staff and bench stock is not feasible..

Develop, maintain and update an inventory of high use common repair parts, commonly referred to as Bench Stock. The technician will maintain an electronic listing of bench stock by NSN, part number and associated quantity and location for Government review at any time, as well as provide a listing of anticipated bench stock for approval to the NMRLC BIOMED QA Staff and Property Administrator. The technician will inventory all bench stock annually, no later than 15 May of each year.

The technician will properly preserve equipment (i.e. method 50, 40, 30 etc.), per NAVSUP P-502, NAVSUP P-503 and NAVSUP P-442, for all biomedical equipment which has been accepted by the Government prior to packing for shipment..
