The Agricultural industry in the State of Washington employs more than one hundred thousand workers per year, including more than 30,000 workers brought into the state annually by employers using the H2A Temporary Agricultural Worker Program. This position helps strengthen the agency's strategic goal to contribute to an effective workforce system by developing job seekers for these agricultural work opportunities and by strengthening state and community partnerships in delivering a prepared and stable workforce. This position is vital to the agencies goal of ensuring compliance with federal regulations, state laws and agency policies, by agricultural employers. This goal is achieved by conducting site and file reviews and implementing a compliance policy and process. This position will develop policy and procedures, with management input, that help drive the work both internally and externally for the program year.

Work within this job series requires planning, developing, and selection of training materials, methods, and procedures to meet the overall needs for an education program for the worker, employer and personnel involved. Area of responsibility would be Okanogan County.

Duties

  • Federal and state law compliance specialist.
  • Provide education and outreach to foreign and U.S. based farmworkers within assigned region regarding federal regulations and state law.
  • Complaints and violations - Intake, investigate, and resolve, when possible.
  • Program Specialist/Community Leadership.

Qualifications

Required Education, Experience, and Competencies.

Four years of experience including planning, policy analysis, coordination, and consultation with communities, a variety of public and private agencies, and/or levels of government

OR

A bachelor’s degree and two years’ experience including planning, policy analysis, coordination, and consultation with a variety of communities, public and private agencies, and/or levels of government.

OR

A combination of education and/or relevant experience.

Additional Requirement of Employment:

  • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
  • Must be able to travel as needed.
  • Per Gov. Inslee’s Directive 22-13.1, employees of ESD must be fully vaccinated against COVID-19. A person is considered fully vaccinated two weeks after the final dose of an authorized COVID-19 vaccine series. As a condition of employment, ESD employees are required to provide proof of vaccination before starting work. A medical or religious exemption may be requested for accommodation.
