ORGANIZATIONAL SUMMARY: The USF Sarasota-Manatee campus Office of Campus Safety & Security captures multiple departments within one organization. This Office encompasses the Campus Police Department, Campus Security, Emergency Management and Environmental Health & Safety. A coordinated effort to manage all the risks and hazards the campus may face. Campus Safety & Security is committed to enhancing the educational and working experience at the University of South Florida Sarasota-Manatee campus by delivering services that protect life and property. The departments within Campus Safety & Security are responsible for ensuring the university is prepared and capable of responding to all emergencies and issues that happen on our campus. Our partnerships help ensure that we have the very best resources available at all times. The Campus Police Department is a certified state law enforcement agency providing professional police services and protection to the university community 24 hours a day, 7 days a week. The Campus Security Officers monitors campus activities and supplements the Campus Police Department officers through monitoring of the campus CCTV systems, and foot patrol. Emergency Management coordinates activities to protect, prevent and mitigate against; respond to; and recover from disasters and emergencies affecting the University.

POSITION SUMMARY: Reporting to the Regional Vice Chancellor, Business & Finance, this position develops, implements, evaluates and reports safety programs and emergency preparedness campaigns that reinforce the University's ability to prevent and mitigate risks, while also strengthening the University's ability to respond to, effectively manage and restore campus operations when an emergency occurs. The position ensures the safety and regulatory compliance of working environments and research projects through the inspection of facilities, training staff in compliance procedures, and ensuring the safe use and disposal of hazardous materials. The position manages campus security personnel, is the liaison with the campus police department, and oversees the effective coordination of information and resources within the USF System and external resources. Additionally, the Assistant Director provides input into the planning, design and construction of campus physical improvements and campus activities with an emphasis on safety and regulatory compliance.

RESPONSIBILITIES:
Oversee USF Sarasota-Manatee security and campus safety personnel. Respond promptly to security and/or safety concerns and related administrative issues. Serve as primary campus liaison with the shared services USF Sarasota-Manatee/New College of Florida campus police department

Serve as campus liaison with USF System Emergency Management Department and Division of Environmental Health and Safety. Coordinate with entities within the USF System to develop and implement policies and procedures for USF Sarasota-Manatee to utilize the VEOCI web-based emergency management software. Coordinate with entities within the USF System to develop and implement policies and procedures for USF Sarasota-Manatee to achieve certification from and comply with the requirements of the Emergency Management Accreditation Program (EMAP)

Assess USF Sarasota-Manatee emergency preparedness, emergency action plans and safety plans, policies, procedures and protocols and make recommendations for improvements. Update and report approved revisions to the emergency preparedness and safety and regulatory compliance related plans. Develop and implement policies and procedures related to emergency operations and continuity of operations (COOP) plans

Develop and implement emergency preparedness and campus safety programs. Coordinate and conduct emergency response drills, evacuations, workshops, table-top exercises and training and outreach programs to better prepare the University students, faculty and staff for an unanticipated emergency. Report results and findings to supervisor, including any recommendations for improvements. Oversee periodic inspections to ensure building emergency equipment and systems are functional. These systems include, but are not limited to, security lighting, surveillance cameras, emergency telephones, interior fire alarm and emergency notification, classroom automated lock-down, automated external defibrillators and external emergency mass notification. Coordinate with Facilities Planning & Management personnel on projects involving upgrades to emergency and life safety systems described above Coordinate with faculty on lab safety, protocols, and procedures. Administer outsourced vendor employee training regarding USF System safety protocols

Serve as campus liaison with non-University local, state and federal emergency and regulatory-related entities, including local emergency responders, as well as non-governmental organizations and private sector partners. Communicate with other neighboring universities, colleges and public institutions.

Coordinate other special projects, duties or activities as may be required or assigned by the President of the University of South Florida, the USF Sarasota-Manatee Regional Chancellor, the USF Sarasota-Manatee Regional Vice-Chancellor for Business and Finance, the USF Sarasota-Manatee Director of Facilities Planning and Management or their designated representatives

POSITION QUALIFICATIONS:
MINIMUM:
Bachelor's degree in an appropriate area of specialization and four (4) years of related exempt experience in emergency management and safety compliance, or Master's degree in an appropriate area of specialization and two (2) year of related exempt experience in emergency management and safety compliance Two (2) years of experience in a supervisory position

PREFERRED:
Certified Emergency Manager (CEM) and/or Florida Professional Emergency Manager (FPEM) strongly preferred. Working knowledge of VEOCI or other web-based emergency managemenUinformation management software. Working knowledge of Emergency Management Accreditation Program (EMAP) processes and requirements FEMA Incident Command System certifications, including IS-100, -200, -700, -800 and ICS-300 and -400.
