Job Summary/Basic Function
The Assistant Vice President for International Programs and Global Engagement reports directly to the Provost and Senior Vice President for Academic Affairs and will serve as a strong leader who can motivate diverse stakeholders across the institution in achieving its global education objectives. This position leads the University in a much more globally oriented and internationally connected environment that is consistent with the goals, missions, and resources of the University. The Assistant Vice President is responsible for the planning, marketing, delivery, and oversight of the university’s international programs and activities and provides leadership and vision to a comprehensive range of programs, services, and activities for International Programs and Global Engagement. The office provides extensive global learning opportunities, advice and counsel on immigration regulations, application processing and compliance for students and scholars, international partnership development and facilitation, academic support for international students, and on-campus global programming that helps to educate the university community and develop global cultural competencies. The Assistant Vice President will work closely with university leaders and external partners to expand and enhance the successful implementation of on-campus and off-campus goals for comprehensive internationalization.

Annual Salary: Salary commensurate with experience and training,, plus comprehensive benefits starting on the first day of employment, including:
  • Health insurance – Low bi-weekly premium, with coverage starting on the first day of employment for employee and all dependents.
  • Dental insurance – Coverage is free to employee and dependents with coverage starting on the first day of employment.
  • Vision insurance – Coverage is free to employee and dependents with coverage starting on the first day of employment.
  • Group life insurance – Equal to annual salary (up to $50,000) at no cost to the employee.

Required Qualifications
  • A terminal degree in relevant discipline.
  • 5 years of related experience and progressive leadership responsibilities in global engagement and international education programs.
  • Experience working with leaders in the public and private sectors.
  • Knowledge of international issues and trends in higher education including best practices in international education and with federal regulations supporting international student and scholar success.
  • Comprehensive knowledge of international education, administrative principles, and practices relevant to program design and development of international programs and services, budget management, and staff supervision.
  • Ability to work effectively on program and policy development with faculty and administrators.
  • Ability to develop and maintain domestic and International partnerships.
  • Ability to motivate staff and foster collaboration across diverse groups of constituents.
  • Ability to travel domestically and abroad.
  • Strong organizational skills.

Preferred Qualifications
  • Experience as a “responsible officer (RO)” for a campus through Homeland Security (able to issue F-l and J-1 certifications) and experience working with SEVIS (Student Exchange and Visitor Information System).
  • Proven success in obtaining funds through federal funding programs which support internationalization of academic programs and global research and development.
  • Current record of scholarly activity and strong involvement in professional associations.
  • Fundraising and stewardship experience (or interest in).
  • Knowledge or experience in student recruitment, effective marketing strategies, faculty engagement, research and learning abroad.

Job Description
Duties and Responsibilities:
  • Lead the University’s efforts in global and internationalization strategic planning, visioning, and implementation.
  • Provide leadership in development of a comprehensive global engagement plan including recruitment of undergraduate and graduate students, cohort based programs, study abroad, and individualized international study programs for Millersville University students,
  • Provide leadership in the recruitment and retention of international students through collaboration with university offices related to international program matters, including Admissions, Student Accounts, Finance and Administration, Financial Aid, Graduate Studies, Housing, Registrar, Student Success Services, Institutional Research, and Academic Department and Colleges. Has primary responsibility for crisis response involving students and faculty abroad. With the AVP for Enrollment Management, identify trends in and support for international student undergraduate and graduate student recruiting, retention, and success (including college-prep English Language).
  • Provide oversight for the expansion of an Intensive English Language program for students and community members. Includes oversite of curriculum development, budget model development, hiring, and teaching supervision in non-credit program.
  • Address all personnel matters related to staff including recruitment, evaluation, supervision, and on-going professional development-ensure project prioritization and cross-training to enhance office efficiency and effectiveness.
  • Maintain on-going communications with current international partners related to exchange issues, program maintenance, and program expansion/contraction where appropriate. Work with senior leadership to cultivate new partnerships to support goal of increasing international student enrollments.
  • Responsible for leading efforts to ensure Millersville university achieves its strategic goals of increasing student participation in study abroad as well as significantly increasing the number of international students attending Millersville University.
  • Ensure compliance with federal regulations through Department of Homeland Security, including supervision of VISA processing and recordkeeping.
  • Responsible for Budget and planning, oversight and procurement related to all international program budgets.
  • All other duties as assigned.
