The Associate Vice President of Foster Care is responsible for the administration and oversight of the Foster Care program, including, Enhanced Family Foster Care & Special Family Foster Care. This position supervises a multi-disciplinary team within the program: Division Directors, Care Coordination, Therapeutic Division, and Administrative Staff. Administrative duties include the role of agency liaison to community stakeholders, active service development/expansion, corporate compliance, and fiscal management. The Associate Vice President works with the Sr. VP of Foster Care, the Administrative Team, and regional colleagues to develop and maintain policies and procedures for the above-named programs

Responsibilities:

  • Oversee the new onboarding curriculum for New Hires
  • Ensure program staff receives 42 hours of professional development training annually via Workforce Institute or HSLC (can include internal training offered within HS/HSVS). Conduct ongoing assessment of training needs and modify as needed.
  • Participate in agency-wide training.
  • Continue the implementation of the Enhanced Family Foster Care strategic plan that includes Parent Engagement & Empowerment, TFFC, KEEP Model, and increasing placement & recruitment of Special Family Foster Care
  • Develop and implement a culture of permanency in the areas of Staff Retention, Reduction of length of time in care, and Engagement with internal and external stakeholders in order to improve the safety/risk, permanency, and well-being outcomes of families with children/adolescents in care
  • Cultivate and maintain positive professional relationships with all community stakeholders, facilitating regular communication with stakeholders and advising feedback to improve processes/services.
  • Actively manage weekly census and assignment of new cases
  • Determine strategic goals and evaluate progress in concert with the Senior VP of FC
  • Oversee the Care Coordination Department in ensuring all medical, dental, and clinical needs of youth in care are maintained
  • Monitor Program Revenue & Variance reports
  • Participate in the development of program budgets and ensure compliance relative to income and expenses throughout the course of the fiscal year within areas of responsibility.
  • Evaluate and recommend policies and procedures to improve all services related to the program
  • Collaborate and Manage OCFS/ACS Program Audit Reviews
  • Work with the Senior Leadership and the Data and Accountability Unit to improve the administrative functions necessary to increase the PAMS/Score outcomes in the areas of safety, permanency, and wellbeing
  • Participate in internal and external committees or planning groups as determined by agency administration.
  • Provide regular supervision to staff who report to the Associate Vice President of Foster Care
  • Other related activities assigned by Sr. Vice President

Qualifications

  • Master's Degree in a behavioral health field with a minimum of six years of experience providing treatment to children and families.
  • Licensed LMSW/LCSW required
  • Hybrid Schedule
  • Experience in Child Welfare preferred
  • Excellent analytical, organizational, and interpersonal skills
  • Strong oral and written communication skills.
  • Flexibility to work evenings and weekends as needed
  • Ability to navigate Connections and learn an Electronic Health Record
