PAY GRADE: 126 $73,087 - $87,064
SAFETY SENSITIVE: CDL – Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance

Purpose of Job
The purpose of this job is assist the Transit Director in administering the operations of the department. Duties and responsibilities include, but are not limited to, oversight and supervision of the Transit Operations and Transit Maintenance Divisions; supervising, hiring, budget development and control; and performing additional tasks as assigned.

Job Related Requirements

Work Schedule: This is a full-time job. Hours will typically be from 8:00AM - 5:00PM. Some weekend and holiday work may be required.

May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor's degree in accounting, marketing, risk management, transportation, or public administration required, with four years of public transit operations, public administration, or marketing experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Four years supervisory experience is required.

Must have a valid Georgia Commercial Driver's License or the ability to obtain a valid Georgia Commercial Driver's License within 3 months.

Must have Transit Operations, Planning, Bus Operator's Selection, Accident Investigation, and ADA Sensitivity experience.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.

Supervises personnel in the Transit Operations and Transit Maintenance Divisions.

Serves as acting Transit Director in his or her absence.

Serves as Department representative with MACORTS, ACCGOV Committees and other Transit stakeholders as assigned.

Provides oversight of Transit Operations and Transit Maintenance ensuring all Transit Vehicle Operators, other Operations Division staff, and all Maintenance Division staff, effectively provide safe and efficient service and operational / maintenance programs to the general public.

Provides oversight of on-site investigation of accidents and interviews operators, witnesses, maintenance personnel, and safety officials to help determine cause; recommends appropriate remedial actions to prevent future accidents.

Collaborates with the Director, Transit Planner, and others to develop and recommend service goals; manpower and equipment; operating and maintenance budgets; routing, transit shelter and bus stop locations / amenities, policies, programs and procedures, completion of monthly, quarterly, and annual compliance reports for the department to state and federal agencies.

Collaborates with Transit Planner on submittal of grant applications, grant contracts and grant reimbursements for the department to state and federal agencies.

Assists in the management and administration of SPLOST and other Transit capital projects.

Collaborates with Transit Administrative Assistant on Operating grant reimbursements for the department to state and federal agencies and revenue processes.

Collaborates with Transit Marketing Coordinator to conceptualize, develop, design, implement, review and evaluate public transportation information, promotion, education programs, and public information services. Reviews the design and content of public information brochures, website, social media, handouts, materials, maps, and passes; contracts for printing, novelty items, and advertising with the local media.

Reviews all investigations of complaints received from services provided.

Oversees passenger applications and certifications for demand response services.

Monitors and reviews all revenue handling procedures and security policies.

Oversees and monitors the condition of all transit facilities, bus shelters, bus stops, benches, and the transit facility; initiates contracts for cleaning, repairing, and removal or installation of new equipment.

Coordinates with Director on completion of the department budget; reviews for status, projects future status and recommends plan of action to the Director.

Attends meetings of ACCGOV mayor and Commission, various Committees, public hearings, etc.

Performs other related duties as required.

Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of the Administration Division and the operations and functions of the Public Transit Department.

Knowledge of management, accounting, and public transportation practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of accounting principles, purchasing, marketing, budgeting, public relations, media advertising, public transportation service systems, transit department maintenance, operation and evaluation systems, inventory control, Department of Transportation regulations and the Federal Transit Administration regulations.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of computers, software programs required by the position.

Ability to develop and administer policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals.

Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.

Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.

Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities.

Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Administration/Operations Division as they relate to the Public Transit Department.

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

Ability to use independent judgement and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to handle required mathematical and statistical calculations.

Ability to read, understand and interpret personnel and financial reports and related materials.

Skill in the use of computers and other office equipment, video and still cameras, tape recorders, and bus equipment.

Skill in the use of various commercial office software packages and commercial driver's license training.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including office equipment, video and still cameras, tape recorders, and bus equipment. Must be able to use body members to work, move or carry objects or materials. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently. Physical demand requirements are at levels of those for medium work.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. MANUAL DEXTERITY: Requires the ability to handle a variety of items such as office equipment, depth and reactor instruments, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
