The SFCA is attached to the Department of Accounting and General Services (DAGS) for administrative purposes only.

Salary: $4,337 to $5,282 per month (SR-20, Step C to H)

Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties Summary

The Arts Program Specialist series includes positions involved in a statewide program for the preservation and furtherance of Culture and Arts in Hawaii. Positions in this series are involved in short- and long-range planning, preparation of grant proposals and budget estimates; surveys, formulation of specific projects or activities, development of appropriate relationships and preparation of contracts, etc. Positions in this series require broad knowledge of the visual and performing arts, and the ability to deal with individuals and groups on matters of culture and the arts as well as on matters dealing with contract arrangements, expenditures and other business details.

The Arts Program Specialist (APS) III conducts program activities in the development, negotiation and completion of statewide ethno-cultural and arts activities; and performs other related duties as assigned. This class is distinguished by its independent responsibility for carrying out program activities involving work with community organizations, individual artists and performers, officials of other governmental agencies, and other interested persons or groups. A position in this class develops all details for assigned activities including the preparation of contracts, budgets, schedules, etc. A position in this class may supervise lower-level specialists and clerical personnel.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

Basic Education: Bachelor's degree from an accredited four-year college or university.

Specialized Experience: One and one-half (1-1/2) years of professional experience which demonstrates a good working knowledge of the production, management and planning of ethnocultural, arts or humanities activities for the public. Examples of ethnocultural, arts or humanities activities include (but are not limited to) those concerned with bringing forth artistic expression through various media (e.g., exhibitions of dance, painting, drama, etc.); expressing, demonstrating or communicating various cultural aspects of ethnic groups representative in Hawaii (e.g., festivals, exhibitions or conferences regarding ethnic history, customs, traditions, etc.); and/or communicating, studying or promoting human thought, attitude and value systems which have formative effects on Hawaii's culture (e.g., seminars, conferences or workshops regarding philosophy, history, literature, etc.).

The applicant's background MUST have demonstrated experience in planning or participating in the planning of such events and in the implementation of plans such as scheduling and coordinating various aspects of the event; participating in developing budgets, cost estimates or financial plans for events; and knowledge of public and private organizations and individuals involved with cultural, art and humanities concerns within the community.

Quality of Experience: Of the total experience described above, at least one year must have been comparable in scope and complexity to the Arts Program Specialist (APS) II class of work in State service. The APS II is responsible for assisting higher level specialists by carrying out detailed work in the maintenance of liaison and coordination with community organizations and participating agencies in the conduct of activities, and in carrying out or handling arrangements for activities; and performing other related duties as assigned.

Non-Qualifying Specialized Experience: Experience which was limited to performance (i.e., as an artist, practitioner or researcher) in one of the above mentioned fields per se is not qualifying. There must be clear evidence of experience and background in the production, management and planning of events or activities within the field.

Special Requirement: Applicants must be able to lift and carry objects weighing up to 75 pounds assisted by another person and/or use of equipment (e.g., hoisting equipment, hand truck), with or without reasonable accommodation.
