Position and Salary

The Attorney General’s Office is recruiting for a permanent full time Administrative Operations Manager (WMS Band 1) in the Education Division. This position is based in Olympia, Washington, and is not union-represented.

This position is set as a Band 1 in the Washington Management Services structure. The entire salary range for this Band in this structure is $48,756 - $99,456 annually. However, for this particular position the range of consideration for an appointee in the position will customarily be in the range of $59,000 - $85,000 annually.

The base pay actually offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

Position incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend. If a position is designated as requiring dual language skills, incumbents will also receive a 5% Dual Language Requirement Pay stipend.

Division Information

The work of the Education Division is wide ranging and varied and there are ample opportunities for learning, challenges, and fun. Our greatest asset is the people on the Education team and the knowledge and support that we share freely with one another.

The Education Division serves more than 50 education-related clients. Higher education clients include EWU, CWU, WWU, The Evergreen State College, 34 community and technical colleges and state higher education boards, the Washington Student Achievement Council, and the Workforce Training and Education Coordinating Board. In the K-12 system, clients include the Office of Superintendent of Public Instruction and the State Board of Education. The Division has 11 attorneys, 4 professional staff, and supervises the education work for 14 attorneys in the Regional Services and Spokane Divisions.

The Education Division has two sections - Olympia and Seattle. The Administrative Operations Manager position is located in the Olympia section, but is responsible for supervising staff in both locations and jointly managing the work of the entire division in partnership with the division chief.

Olympia, Washington sits on Budd Inlet at the south end of the Puget Sound. It is a very livable city with ready access to outdoor recreation opportunities and great schools. The Education Division is a small, cohesive unit with a supportive culture focused on fostering respect and belonging. The Olympia section of the Education Division is located in the Highways-Licenses Building in Olympia, on the east capitol campus with excellent access to downtown Olympia and the beautiful State Capitol grounds.

Duties

What does an Administrative Operations Manager do?


This vital position serves as the primary administrative support and supervisor of the Education Division at two locations, Olympia and Seattle, and is responsible for directing the day-to-day operations of the division in partnership with the division chief.

This position participates in the development and implementation of the division’s strategic plan, which includes racial-equity goals; acts as liaison between the division and matrix-managed Regional Services Division and Spokane Division education attorneys; has delegated decision-making authority to independently take action on urgent administrative items in the absence of the division chief; assists in the development and monitoring of the division budget; reviews and approves division expenditures; monitors and identifies discrepancies in Timekeeping for Division staff; maintains client assignment lists; coordinates system wide engagement within the community and technical college system in conjunction with the division chief; and tracks Special Assistant Attorneys General contracts not yet transitioned to the central AGO SAAG Contracts Administrator. This position is routinely called upon to develop and implement long and short range plans; develop internal operating procedures; conduct effective and meaningful meetings; organize, prioritize, and manage a large number of projects and diversified workgroups; effectively communicate; problem solve; and work independently and as a member of a team.


This position also supervises, trains, and coaches three division professional staff in the performance of all duties, maintaining an expert working knowledge of the rules and procedures for filing legal documents in administrative, federal, local and state courts, including but not limited to the division critical events process.

Qualifications

Desired Qualifications
The strongest candidates will possess a Bachelor's degree in business administration or allied field and three years of supervising, leading, mentoring, coaching or training staff in a legal or judicial setting;
OR
A combination of seven years of legal office experience and three years of supervising, leading, mentoring, coaching or training staff in a legal or judicial setting.

Desired Qualifications:
3-5 years successful experience in:


  • Law office management;
  • Supervisory techniques; and
  • Human resources management.
Demonstrate knowledge of:
  • Paralegal and legal assistant practices, policies and procedures;
  • Management principles and practices, including training and supervision;
  • Strategic planning;
  • Organizational development;
  • Budget planning, monitoring and implementation; and
Demonstrate Ability to:
  • Support and coach direct reports and if applicable, first line supervisors
  • Empower employees to contribute their knowledge, creativity, and expertise to further the Division's mission of providing excellent, ethical, and professional legal services
  • Build and support a diverse, inclusive, and collaborative work environment
  • Solicit, respond to, and incorporate employee feedback
  • Ability to provide, receive and respond to feedback from work groups, individuals, stakeholders and the client

Conditions of Employment

Per AGO Policy, employees and volunteers of the AGO must be fully vaccinated as a condition of employment.
