Duties

This position would be with Ratesetting team within Financial Management Division. There functions involve development of Water rates for 250+ Central Valley Project (CVP )contractors annually. Prepare rate schedule with accuracy and timeliness. Moreover, each accountant is assigned CVP contractor for their delivery and charges information. Review transfers and rate exhibits. Reconcile water charges, restoration charges and Trinity Public Utility district (TPUD) in Financial business management system (FBMS). Will work with area offices closely to ensure water deliveries are recorded timely. Maintain records of 250+ contractors in the Bureau of Reclamation water operating record keeping system (BORWORKS). Work with IT department to ensure BORWORKS is updated as new information is required.

  • Plans and conducts financial management studies that involve the analysis of interrelated financial data and processes.
  • Reviews and analyzes financial reports generated by the financial system, identifying problems and discrepancies.
  • Participates in the preparation of recurring financial management reports, statements, and supporting justifications.
  • Reviews data in reports and financial statements and identifies abnormal trends and control weaknesses.
  • Develop Annual Accountings and pre each contractor's analysis.

Qualifications

Basic Education Requirements:

Applicants must meet the Basic Education Qualification Requirements listed below:

A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing.") -OR- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. AND at least one of the following must be met:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Substitution of Education/Specialized Experience Requirements:

In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the education and/or specialized experience requirement - this information must be clearly supported in the resume.

GS-07: To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to at least the GS-05 in Federal service. Specialized experience at this level is defined as: Experience that involved applying general accounting principles, practices, and theories in carrying out less complex accounting transactions. These examples are not all inclusive.
OR
one year of graduate level education in a related field (ex: accounting, business administration, finance, or public administration)

OR

Superior Academic Achievement is based on: 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; -OR- 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision). GS-09: To qualify at the

GS-09: To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to at least the GS-07 in Federal service. Specialized experience at this level is defined as: Experience in applying accounting principles, practices, and theories to carry out the responsibilities of professional accounting, studying financial events, analyzing relationships, and comparing findings with previous reports to determine any corrective actions to be taken. These examples are not all inclusive.

OR

2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field (ex: accounting, business administration, finance, or public administration)


GS-11: To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to at least the GS-09 in Federal service
Specialized experience at this level is defined as: Experience in reconciling financial accounts; analyzing financial accounting system operations, procedures, reporting and related activities; solving accounting problems; responding to requests for financial information. These examples are not all inclusive.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph. D. or equivalent doctoral degree in a related field (ex: accounting, business administration, finance, or public administration)

Category rating and selection procedures will be used to evaluate applications from this announcement.
