Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of HIV Planning and Program Specialist. Under direction of the HIV Planning Coordinator, this position will be responsible for the implementation of the statewide HIV Planning Group and will perform associated planning, organizing, monitoring, and evaluation activities.

Job Responsibilities

  • Serves as a subject matter expert on HIV planning and needs assessment requirements set forth by the Centers for Disease Control and Prevention (CDC) and the Health Services and Resources Administration (HRSA).
  • Establishes and maintain communication channels, coordinates with, and provides support to the HIV planning Group, its five standing committees, adhoc workgroups, and IDPH staff serving in support toles on the HIV Planning Group.
  • Collaborates with the HIV planning Group, its standing committees, IDPH support staff, and the Planning Group website administrator.
  • Makes logistical arrangements for all meetings, webinars, and trainings for the HIV Planning Group, including webinar registration and development, facilitation of hotel agreements, arrangements for meeting room space, and travel reimbursement for members.
  • Provides technical assistance, oversight, and monitoring of any contract(s) under this program and reviews quarterly report submissions and monthly reimbursements submitted by contractor(s).
  • Coordinates with the HIV Planning Group, key community stakeholders, and IDPH support staff to solicit articles and information, draft articles, and develop/publish a quarterly newsletter for the HIV Planning Group.
  • Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years college with courses in health education, physical and biological science.
2. Requires two years of professional experience in a health education or investigation program in the public or private sector.

Preferred Qualifications

1. Extensive knowledge of the theory and practice of disease detection, prevention, and control.
2. Two years experience with disease reporting laws, rules, and regulations.
3. One-year professional experience in community organization, social service work, or program planning and development.
4. One year experience as an aid in developing a design for the service of delivery system.
5. One year work experience in word processing, spreadsheet, presentation, and publishing applications (i.e., Word, Excel, Publisher, Powerpoint).
