The County of Monterey, Information Technology Department (ITD) consists of four (4) operational Divisions: Administration; Applications & Customer Support; Infrastructure & Operations; and Information Security. The ITD Infrastructure & Operations Division provides foundational technology and capabilities essential for County’s business needs. It keeps the County connected by operating the County’s critical technology framework and designing resilient and competitive solutions. Over the last few years, the Division completed a significant number of enterprise projects which include the deployment of Mitel MX-ONE VoIP system, Zoom and Teams video solutions, software-defined network using Cisco Application Centric Infrastructure (ACI), self-managed Multiprotocol Label Switching (MPLS) network, and Cisco Identity Services Engine (ISE).

The Division seeks a seasoned information technology professional for the Systems & Operations team, responsible for County-wide IT systems and operations, including but not limited to: servers, systems, storage, data backup and restore; Data Center operations; and technology support for County departments. The successful candidate will work closely with clients, other departments, vendors, and IT personnel to provide complex technical support and expertise for difficult technical system problems and/or needs. The ideal candidate will have experience working in a highly diversified and complex technology environment, and possess a strong technical background that includes physical and virtual environments, and Infrastructure as a Service (IaaS) solutions. In addition, the ideal candidate will possess excellent customer service skills, and will have hands-on experience and knowledge in installing, configuring, and maintaining on-premise and Cloud-based servers, operating systems, storage, data backup and restore, data center operations, and related security fundamentals and practices.

The Eligible List established by this recruitment may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties

  • Analyzes system operational requirements; build utilities, tools, and routines to meet those requirements; resolves single-event issues; and ensure inter-product compatibility.
  • Provides coverage for the service desk and provides on-call service after scheduled work hours.
  • Consults with clients, other departments, departmental staff, vendors, and technical support personnel to determine customer computer application platform hosting needs and functions, to determine operating procedures and systems design to ensure system performance meets user requirements, and to clarify and resolve application technical operational and management issues/needs.
  • Assists with business analysis and the preparation of process and data flow maps with recommended optimizations.
  • Resolves work orders and requests for services pertaining to the administration and maintenance of department information systems.
  • Installs, tests, and updates system software and departmentally developed or third-party application software products for delivery over proprietary, local, and wide area computer networks.
  • Provides technical support and expertise to evaluate and recommend resolutions of moderately complex technical system problems.
  • Assists with the planning, developing, and implementing backup and recovery procedures for medium-large complex systems which may involve multiple platforms.
  • Keeps abreast in current application platform developments, system technology, and trends.
THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:

Working Knowledge of:
  • Techniques and methods of systems analysis and design.
  • Principles and techniques of computer programming and code development.
  • Computer operating systems and troubleshooting techniques.
  • Principles and techniques of system administration.
  • Security methods for managing confidential data.
  • Problem diagnosis and troubleshooting techniques to evaluate system failures and prescribe corrective action.
  • Application storage, backup, and recovery concepts and methods.
  • The availability and capability of third-party systems and utilities; installation parameters and options for typical application solution packages and their resultant impacts on overall system performance.
  • Effective customer service techniques.
Skill and Ability to:
  • Gather, organize, and evaluate complex data, draw logical conclusions, and make effective recommendations.
  • Communicate effectively, both orally and in writing, with technical and non-technical audiences.
  • Maintain strict confidentiality of data and information processed.
  • Deal tactfully with the customers and staff in providing training, information and services, and establish and maintain effective working relationships.
  • Read, understand, interpret, and apply complex technical manual, computer dumps, memory displays, charts, and graphs.
  • Follow oral and written instructions.
  • Work independently under limited supervision, exercise initiative within established procedural guidelines, and organize and prioritize work to meet established procedural parameters and deadlines.
  • Analyze systems to determine automation needs and recommend cost effective systems alternatives.

Examples of Experience/Education/Training

Any combination of training, education, and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:
Education:
Possession of a bachelor's degree in Computer Science, Information Systems, or a closely related field from an accredited four-year college or university; and

Experience:
Two (2) years of professional experience in systems analysis, operating systems, systems administration, database administration, application administration or a related field in a multi-platform infrastructure system environment; OR two (2) years of experience performing work equivalent to an IT Systems Analyst I in the County of Monterey.

CONDITIONS OF EMPLOYMENT:
The required conditions of employment include, but are not limited to the following:
  • Successfully complete a background check to include fingerprinting.
  • Possess and maintain a valid California Class C driver's license or the ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including on-call, evenings, weekends, holidays and during times of disaster and/or emergency.
