This role provides technical and administrative direction to strategic management and to the Project Controls Functional Leader. In addition, this role provides assistance to the Project Controls Functional Leader/Office or Region Project Controls Leadership in setting up short and long term strategic direction for the Department, as well as participating in staffing development programs (e.g., mentoring). This position has the responsibility to act as a corporate or intra-corporate expert on Project Controls methods, procedures, systems, and the development of historical information. Budgets and capital expenditures, within defined limits, may also be the responsibility of this position. This position typically leads large teams of direct reports and requires frequent interface with functional leadership, project personnel, engineers, and Project Controls/Estimator members.

Individuals in this role must have the ability to lead large teams of Project Controls professionals.
  • Lead all activities with respect to business management, cost management, and planning for an office or major project including functional objectives and initiatives
  • Support and interface with Operations management in the preparation of proposals, commercial pricing, and execution of projects in areas specific to Project Controls
  • Conduct or provide “Project Controls health checks” to the projects if requested
  • Lead Project Controls Team meetings and identify and assign staff to Project Controls positions consistent with the individual’s abilities and career development
  • Ensure the quality, timeliness, and consistency of Project Controls work produced by the department or project
  • Coordinate the provision of historical data and ensure it is meaningful and normalized for reuse by the Estimating Department
  • Other duties as assigned

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

  • Maintain and enhance Project Controls techniques through associated professional organizations, software vendors, and other Project Controls Specialists within the engineering, procurement, and construction/construction management (EPC/EPCM) industry as well as client representatives
  • Support and actively participate in Fluor Project Controls Global Initiatives including department training initiatives
  • Develop and maintain short term and long term plan for the function/department/project in the staffing and the resources for the function operations

Preferred Qualifications

  • An advanced degree such as Master of Business Administration (MBA) or global equivalent is highly desirable
  • Demonstrated leadership
  • Requires strong technical ability, combined with communicative skills, to lead “customers” to the optimum systems and methods for their application
  • Requires a combination of salesmanship, technical empathy, superior skill with Project Controls tools, estimating, cost engineering, scheduling, construction management, and corporate business management
  • Ability to travel internationally for project assignments and in support of business related matters
  • Multi-lingual skills and multi-cultural experience is considered a plus
