The Workplace Health and Safety Manager is responsible for ensuring our core values of Bold, Equity Informed, Wellbeing Driven and Community Centered are at the center of the health and safety program for our team members, participants and families served. Ensuring the employee and participant experiences are consistent at each location is essential.
The role is responsible for planning, implementing, and overseeing the company's employee safety at work and developing and leading programs and initiatives that go to the heart of promoting safety in the workplace for staff and participants. The Managers core duty is to ensure that the company complies and adheres to all Federal, State, and local guidelines and the Commission on Accreditation of Rehabilitation Facilities (CARF) to ensure safety of staff and participants while maintaining safety standards for the workplace based on legal requirements. The Manager must stay updated on any new state and federal health and safety regulations, ensure regular communication and implementation, and train all employees on required safety regulations and guidelines.

The Workplace Health and Safety Manager monitors working conditions and oversees programs for our thirteen facilities across four Hawaiian Islands which includes office spaces, client centers, and clinical facilities. They monitor working conditions; documenting and helping resolve any safety issues that may arise. The Manager is responsible for purchase and orders of all safety PPE for the workplace.

This role drives all Safety and Security programs and functions through maintaining the highest levels of safety and security and is responsible for communication and collaboration with local program managers, clinical leads, quality team, employee safety team, and Real Estate & Facilities (RE&F) leadership to ensure support and understanding of safety and compliance requirements. You will partner with the Quality team and Program leadership to create and implement a people-first customer focused strategy for employees, clients, and families.

The Workplace Health and Safety Manager will direct emergency preparedness activities, ensure procedures and policies are current, and make evacuation decisions during an emergency in the absence of the facility manager.
The Workplace Health and Safety Manager position has three primary functions:
  • Customer Experience, Safety & Security – Create a seamless customer experience for staff, clients, and families across all facilities in the FoC while maintaining the highest level of safety and security. Responsible for leading Safety and Security programs and functions in conjunction with Quality team, Operational Risk & Compliance (ORM), P&P, Clinical Programs, and RE&F leadership.
  • Emergency Training – Plans, designs, and executes emergency response drills and desktop exercises, and evaluates the efficacy of the drills and exercises.
  • Emergency Readiness – Assists in maintaining readiness of emergency operations. Checks, maintains, and stocks emergency supplies.

Core Responsibilities & Essential Job Functions

Customer Experience, Safety & Security:
  • Implements Safety and Security programs for the FoC, partnering with P&P to manage security and health and safety programs related to employees.
  • Interacts directly with business owners to implement workplace strategies that meet the needs, goals and objectives for individual sites, regions, and the company’s real estate/facilities. Works to ensure relevant policies and procedures are current and in compliance with applicable regulatory requirements.
  • Evaluates existing Security and Safety programs, functions, policies and procedures.
  • Active member of Catalight’s Emergency Response Team, supporting internal emergency communications
  • Provides input to the Emergency Operations Plan (EOP), reviewing and updating as needed to maintain regulatory compliance with appropriate governing bodies, including OSHA and ADA.
  • Provides on-site risk assessments and audits for facility locations ensuring that the FoC meet regional Safety and Security requirements, including CARF.
  • Ensures that facility security requirements meet the needs of the business and programs, including building alarms and badge/access control systems.
  • Reviews and analyzes existing emergency preparedness and evacuation plans, ensuring regulatory compliance; makes recommendations for modifications to improve safety, efficiency, and effectiveness of the plans. Reviews emergency preparedness plans with employees and supervisors; provides updates when employee responsibilities or assigned actions change.
  • Interacts with Property Management as needed for health and safety work/maintenance issues or ticket submission, consulting with supervisor for direction.
  • Assists with health and safety office and building maintenance, which may include working with scheduled handyman services, and/or additional janitorial or maintenance vendor services.
  • Obtains and submits bids and quotes for necessary repairs and facility modifications and sources and purchases necessary supplies, furniture, and equipment within budget to maintain a safe and cohesive appearance of all building spaces.
  • Provides administrative and special project support to the RE&F department including: Facilities Confluence page management, Facilities ticketing system support, and Facilities Pdrive maintenance.
  • Performs other duties and responsibilities as assigned.
Emergency Training:
  • Oversees the operational aspects of emergency preparedness and disaster management. Responsible for implementing standardized policies and safety procedures across all sites.
  • Holds training sessions: Create training material, and teach, test and qualify each employee involved in the session while documenting employee’s training progress and completion.
  • Provides as needed training for staff on Health and Safety procedures/policies/processes, facilitating all scheduled emergency drills and maintaining proper training attendance logs and reports within expected compliance.
  • Updates safety protocols during facility visits, including discussing new safety rules and guidelines.
  • Presents audit report of training and activities on a minimum of a semi-annual basis.
Emergency Readiness:
  • Monitors and assesses work environment for situations requiring activation of emergency procedures.
  • Develops, distributes, and maintains emergency communication protocols and documentation, including emergency contact trees, emergency response hierarchy, and other records.
  • Ensures adequate supplies of PPE are available in all offices; coordinates procurement and ordering.
  • Directs emergency efforts when applicable, collaborating with facility manager regarding partial or complete evacuations and evacuating employees as needed or in the absence of facility manager.
  • Regularly inspects evacuation paths, ensuring exits and exit access are clear and free of obstructions.
  • Identifies various potential hazards and risks that may arise in the event of an emergency; develops plans to mitigate or manage those risks. Escalates immediately to leadership for urgent concerns.
  • Investigate accidents and incidents.
Qualifications
  • Minimum Education, Experience & Training Equivalent to:
  • OSHA’s Safety and Health Fundamentals or Certified Safety Professionals Certificate preferred.
  • In-depth knowledge of general safety guidelines (e.g. Occupational Safety and Health guidelines) required.
  • Experience in policy drafting/formulation and administration of safety policies.
  • Proven experience as safety coordinator or similar highly preferred.
  • Experience in reporting and developing policies.
  • Experience in implementing training programs, OSHA training highly preferred.

  • Teamwork and Interpersonal skills: In this role, the candidate will be required to build and maintain relationships, coordinate plans, distribute information, and develop a mutual knowledge base for effective implementation of health and safety guidelines. Must be able to collaborate effectively and work well with other staff members and top management within the organization.
  • Sensitivity to working with an ethnically, linguistically, culturally, and economically diverse population, especially the Hawaiian culture.
  • Excellent verbal and written communication skills: able to convey, explain, or interpret specialist information in a simple manner.
  • Use of various clear and concise communications modes, including building presentations, holding stakeholder meeting agendas, etc.
  • Proficient in Microsoft Office (Outlook, Word, Excel, etc.), and basic knowledge of computer applications.
  • Physical Requirements:
  • Willingness for inter-island travel to other facilities on monthly basis.
  • Must be able to communicate effectively within the work environment, read and write using the primary language with the workplace.
  • Visual and auditory ability to work with clients, staff and others in the workplace continuously.
  • Frequent speaking and listening (25-75%) to clients, staff, and others in the workplace.
  • Utilize computer and cell phone for effective communication.
Conditions of Employment
  • Ability to obtain and maintain criminal record clearance through the Department of Justice (DOJ). The People & Performance Department must analyze DOJ/FBI live scan reports in accordance with applicable Federal, State, and Local laws, as well as fitness for the position.
  • Must have a valid Driver’s License with Insurance and maintain a clean driving record.
  • Ability to obtain and maintain clearance through the Office of Inspector General.
  • Able to travel to multiple work sites. Reliable transportation needed. Approved travel expenses covered by Catalight.
  • Must attend any required training.
  • COVID-19 vaccination and subsequent boosters required for any in office presence at all company locations.
