Position: Workforce Development Specialist - Lee/Scott Counties

Job Description:

You'll train as a Workforce Development Specialist, helping individuals overcome education, training, and employment barriers. If you're passionate about helping people change their lives, this job is for you!

This position will work out of our St. Charles office and at a partner office at Regional Adult and Career Education in Gate City. Occasional travel to Lebanon or surrounding county offices for training and other meetings is required. The work schedule is typically Monday through Friday, 8:30 am – 4:30 pm, but employees can "flex" their time to meet work and personal obligations.

Duties & Responsibilities:

  • Process all Workforce Innovation & Opportunity Act (WIOA) program referrals using the no-wrong-door approach for interest and eligibility.
  • Understand and prioritize career services and training needs.
  • Develop business relationships to ensure client services are business driven.
  • Provide holistic and comprehensive case management services: Intake, assessment, enrollment, goal setting, long-term planning, supportive services, progress monitoring, advocacy, referrals, career support, and follow-up.
  • Coordinate and provide individualized programming that is timely, effective, efficient, equitable, and client-centered.
  • Acquire a working knowledge of case management for the hard-to-serve individuals with barriers including recovery from addiction/misuse, returning from incarceration, and TANF participants.
  • Meet with clients for the length of their enrollment in the program. Meetings should be in-person as much as possible – including travel to meet outside the office. Go the extra mile to interact with participants to keep track of their progress and ensure satisfaction.
  • Employ the Integrated Resource Team approach – developing effective working relationships and cooperation with partner agencies - to take advantage of referrals and resources – especially in the One Stop system.
  • Ensure exploration and co-enrollment or referral to all possible partner programs.
  • Connect client and families with community resources to coordinate supportive service needs. Track the referral process and results.
  • Develop knowledge of career pathways, sector partnerships, workforce and economic development, and business services resources.
  • Use OJT and other work experience tools for maximum placements for participants.
  • Record case information completely and accurately and input data and provide reports – timely.
  • Provide all required documentation in a timely manner, which may include client follow-up, outcome evaluation, client contact sheets, and evaluations.
  • Participate in regular staff meetings, staff training programs, supervisory sessions, and accept the responsibility for aiding the development of positive team relationships as requested.
  • Adhere to agency policy, procedures and the professional code of ethics.
  • Perform other duties as assigned by supervisor.

Qualifications & Requirements:

  • Must have any combination of education and experience equivalent to graduation from accredited college or university with an emphasis in case management, human or social services and at least two (2) years’ experience in positions of responsibility in programs.
  • Have the ability to read and interpret federal and state regulations.
  • Prior experience in Employment and Training preferred.
  • Prior Workforce Innovation and Opportunity Act program experience preferred.
  • Prior experience with the Virginia Workforce Connection website preferred.

Preferred Skills/Abilities:

  • Professional written and verbal communication and interpersonal skills. Ability to participate and facilitate group meetings.
  • Understanding of new information for current and future problem-solving and decision-making.
  • Knowledge of Word, Excel and Outlook.
  • Ability to record, track, correspond, and document data.

Salary & Benefits:

Pay starts at $35,000/year.
