Workflow Manager - Office of Innovation

The Office of Innovation, located in the Division of Continuous Quality and Improvement within the Utah Department of Health & Human Services (DHHS) is seeking applicants for the position of Workflow Manager.

This is a time-limited position to support ongoing activities related to the July 2022 merger between the Department of Health and Department of Human Services. This role will support DHHS’ effort to understand, unify, and improve processes that currently vary due to their origin in different agencies. This will also be an opportunity to improve processes generally in the department as part of its continuous quality improvement agenda.

The incumbent will work under the direction of the Office of Innovation to identify, describe, and visually map current workflows, engage with stakeholders to understand strengths, weaknesses, opportunities, and conflicts among current processes, and facilitate solutions that meet the needs of the department and its staff and customers. This position will work with all areas of DHHS.

These activities require effective communication and facilitation skills, the ability to understand and represent complex processes through mapping, and a willingness to challenge the status quo. The incumbent will make recommendations, based on input from internal stakeholders and a customer orientation, to leaders so they can make informed decisions about the path forward. The incumbent may support groups in the implementation of new or revised processes as a result of this work.

Example of Duties:

Duties of the Workflow Manager include the following:

  • Collaborate with organizational units and their teams to capture current workflows
  • Evaluate workflows with organizational unit and team leaders for processes that can be optimized
  • Prioritize processes for revision and improvement
  • Develop proposals in collaboration with key stakeholders for how processes may be streamlined, improved, or unified across the department, in keeping with the Department’s Results Based Accountability outcomes and indicators.
  • Track related data regarding workflows and anticipated performance outcomes as a result of improved workflows.
  • In collaboration with Office of Innovation staff and key stakeholders, facilitate groups to operationalize process changes toward more efficient processes and improved customer service

Typical Qualifications:

The ideal candidate for this position is someone who:

  • Has experience using verbal and written input to tease out both formal and informal procedures procedures and organize them in a way that they can be operationalized
  • Has an improvement mindset, always seeking opportunities to make things better
  • Has great project management skills, able to track multiple steps within multiple projects and help keep diverse groups on track toward desired outcomes
  • Is a systems level thinker, able to see connections between various processes
  • Has the ability to engage on human and technical levels, understanding the interface between these factors
  • Has excellent relational skills, with the ability to connect and engage with people in different areas and at at different levels of the organization
  • Is able to work independently and hold oneself accountable for maintaining progress on specific assignments and projects
  • Has strong written and verbal communication skills

Preference may be given to candidates who have:

  • Knowledge of health and human services programs
  • Engaged with teams in process improvement initiatives.
  • Technical skills, especially with platforms where workflows are drawn (e.g. Visio, Lucid) and operated (e.g. SharePoint)

  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
