Boulder County's Public Health Department is seeking to hire a Water Quality Specialist. This position works in the Water Quality (WQ) Program at Boulder County Public Health (BCPH) and performs a wide variety of duties to help assure compliance with rules and regulations, prevent disease transmission, identify, and implement programs to address environmental justice and health and racial equity issues affecting the community, and identify and help mitigate health risks.

This is a full-time, benefited position. The work schedule is Monday - Friday, 8:00am to 4:30pm. This position will work at the Public Health located at 3450 Broadway Boulder CO 80304. Under FLSA guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.


Hiring Salary Range
: $64,764.00 - $79,002.00 Annually

TENTATIVE HIRING TIMELINE:
  • Phone Screening: April 6th & 7th
  • First Round Interviews: The week of April 10th

  • Second Round Interview: April 20th & 21st

Examples of Duties

General

  • Enforce federal, state, local regulations, and ordinances related to assigned areas; work closely with lead staff in selecting appropriate methods and procedures to use in resolving specific problems; receive training in and perform some duties in the enforcement of regulations and ordinances outside of assigned specialty
  • Center health and racial equity and environmental justice in the work
  • Attend a variety of meetings, c onferences, and training sessions
  • Respond to incidents that may result in exposure to disease, epidemiological investigations related to foodborne illness, hazardous materials, or toxic substances
  • Foster teamwork and open communication among staff; participates in team-building activities
Drinking water – wells and small community systems
  • Develop and evaluate data on private well water sources and identify areas that could have quantity and quality impacts resulting from climate change and emerging contaminants (EC)
  • Support the WQ Program Coordinator to identify projects related to climate change impacts and EC to private well water sources, prioritizing based on equity and support implementation of projects
  • Collaborate with small, community water systems to understand current planning efforts and needs on source water and climate change impacts
  • Coordinate on water conservation efforts with OSCAR (Boulder County Office of Sustainability, Climate Action & Resilience) and other community partners
Surface Water
  • Support WQ Program Coordinator in planning efforts and collaboration with partners on impacts to surface WQ resulting from climate change
Special Projects
  • Support work on WQ issues that occur in our community
  • Solid and Hazardous Waste
  • Support work on mapping and scanning of historic public health files
  • Evaluate data to identify legacy industrial impacts that could potentially impact drinking water or public
Environmental Planning
  • Support public health referral work with Community Planning and Permitting (CP&P).
  • Collaborate on process improvements by identifying opportunities and resources to evaluate climate and environmental justice
Emergency Preparedness (EP)
  • Maintain information and resources for responding to and recovering from natural disasters
  • Support Environmental Health (EH) in the Incident Command (IC) structure during emergency response
  • Collaborate with BCPH Communicable Disease and Emergency Management (CDEM) EP team, OEM (Boulder County Office of Emergency Management), and other emergency management entities in Boulder County
  • Design educational/training materials and develops outreach strategies for target groups for WQ, climate change, and emergency response
  • Help support the environmental emergency response team and may be reassigned during an emergency response (e.g., communicable disease outbreaks, wildfires, floods, etc.)
  • Performs related work as required
  • May be reassigned in emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of six years of professional experience in a related program; Water quality or environmental protection OR a bachelor's degree in physical, biological, sanitary sciences, plus two years of relevant experience OR any equivalent combination of experience in and education.

  • Ability to understand, interpret, and apply statutes and regulations pertaining to environmental health
  • Excellent written and oral communication skills, with the ability to interpret and communicate regulatory requirements in layman’s terms
  • Knowledge of educational and community outreach strategies
  • Excellent collaboration skills, with the ability to establish and maintain strong and effective working relationships with coworkers, partners, clients, outside agencies, and the public
  • Must be culturally responsive, with the ability to respectfully work with people of various identities and socioeconomic backgrounds in an inclusive and nonjudgmental fashion
  • Must be able to navigate stressful situations or conflict with colleagues and the community
  • Knowledge of modern practices, procedures, and methods of environmental health, climate change, environmental justice/health, and racial equity
  • Ability to perform moderately complex problem-solving operations
  • Ability to keep accurate records
  • Proficiency in Microsoft Office (e.g., Word, Excel, PowerPoint, and Outlook).
