Responsibilities:

The Air Force Research Laboratory is leading efforts to speed up its modernization pursuits to enable its scientists and engineers to efficiently collaborate via a growing suite of emerging technologies that will assist with data driven decision making. MTSI will lead collaboration across S&T digital transformation efforts and support digital validation and verification for sensor capability development in support of SOOPERFLY Integrated Capability Demonstration (ICD).

This Program Manager will help lead MTSI support of AFRL digital transformation and future program aspects throughout the Science and Technology (S&T) cycle. Specifically, this position will serve as the PM responsible for supporting government customer in the creation, review, and assessment of all program documentation, pricing forecast, architecture needs, and digital ecosystems planning. The core areas of support include information technology, digital engineering, modeling & simulation, and agile capability development. The selected candidate should be a self-starter, who understands the S&T landscape and knows how to solve complex problems and communicate effectively with Air Force senior leaders.

Responsibilities:
  • Manage project schedules, assist with budget management, and plan milestone events for each assigned project
  • Prepare and execute regular execution review briefs on the status of each assigned project, to include spend plans, estimates at completion (EAC)
  • Ensure contract deliverables (monthly status report, trip reports, etc.) are completed on time
  • Interface with government leadership and cross functional team lead to ensure projects and teams are aligned to AFRL/RY digital transformation vision
  • Support team talent acquisition and retention events and initiatives
  • Ensure proper tracking of material purchases
  • Continuously apply the digital transformation change management within Confluence and Jira as necessary
  • Develop an effective roll-out strategy of new tools to affect engagement, adoption, and relevant cultural change
  • Facilitate communication between stakeholder groups to increase awareness and engagement with new digital capabilities and communities of practice

Qualifications:

Qualifications:

  • Minimum ten (10) years DoD/IC, or relevant industry work experience
  • Exceptional communication, collaboration, and leadership skills.
  • Exceptional knowledge of agile methodologies and agile program/project management
  • Experience working in classified areas
  • Experience working with classified mission systems
  • Excel at leading through influence with cross functional teams
  • Exceptional knowledge of budget-based scope of work determinations, project tracking to include cost, resource management, work plan scheduling
  • Proven ability to interface internally and externally at executive levels; ability to gain support and buy-in from all levels of leadership and staff
  • Understanding of operational environment and corresponding mission user needs
  • Experience with developing and maintaining: Integrated Master Schedules, Statements of Work / Performance Work Statements, and risk management plans
Desired Qualifications:
  • Ten (10) years of relevant DoD and/or Industry work experience with SAP and/or SCI
  • Experience in A&AS or SETA type support to Gov’t program office
  • Experience with leading agile product teams
  • Experience with Jira, Confluence, Cameo, and/or AFSIM
  • Experience with Information Technology systems to include cloud migration


Education Requirements:

  • Bachelor’s degree in computer science, business, engineering, or related field (required)
  • Desired Certification: Project Management Professional (PMP)

Clearance Requirements:

  • A Secret security clearance required
Location / Travel Requirements:
  • Full-time, on-site at AFRL Sensors Directorate. Will require travel up to 10% of time within the continental United States
