Introduction


The Department of Health Services (DHS) strives to protect and promote the health and safety of all people of Wisconsin through the efforts of a dedicated and diverse workforce. The Office of the Inspector General (OIG) is seeking to fill a Trafficking Enforcement Agent also known as an Auditor Senior. The OIG is charged with preventing and detecting waste, fraud, and abuse of public programs such as Medicaid, FoodShare, WIC, and Family Care.

This position will be headquartered at 1 W. Wilson Street in Madison but may have the opportunity to work 4-5 days remote based on agency approval at the time of offer. If approved for remote work, this schedule may vary based on training or operational need.

Position Summary


The Trafficking Enforcement Agent is responsible for the following duties:

  • Develop and conduct compliance and special fraud investigative audits of FoodShare retail vendors, FoodShare recipients and Quest card trafficking.
  • Perform audits in accordance with Generally Accepted Auditing Standards (GAAS).
  • Uncover and minimize financial loss to the program or to participants due to fraud and abuse.
  • Establish professional working relationships and cooperative audits and investigations with other state and federal agencies.
  • Interpret federal regulation, state statutes, and administrative rules.
  • Develop audit rules and procedures.

Salary Information


The starting salary is between $29.00 and $35.00, depending on qualifications, plus excellent benefits. The pay schedule and range is 07/03. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.

Job Details


All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

All state employees are required to report their COVID vaccination status, whether they are vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications


Minimally qualified applicants will have all of the following:

  • Investigative or audit experience such as identifying discrepancies, preserving, and examining evidence; coordinating surveillance; investigative reporting; etc.
  • Experience working with data gathered during an investigation or audit (collecting, analyzing and evaluating data, developing reports based on collected data, etc.).
  • Experience interpreting and applying public assistance policies and procedures (e.g., administrative rules, statues, federal guidelines, etc.) related to Medicaid and Foodshare benefits.
  • Experience using Microsoft products (Excel, Word, Teams, Outlook, Access, etc.) for tasks such as database report writing, and data entry and analysis.

Well-qualified applicants will also have one or more of the following:

  • Experience representing agencies at Fair Hearings or Administrative Disqualifications Hearings.
  • Experience working with CARES (Client Assistant for Reemployment and Economic Support), ForwardHealth, KIDS (Kids Information Data System), CSAW (Child Care Statewide Administration), BRITS (Benefit Recovery Investigation and Tracking), and/or ebtEDGE.
  • Experience presenting audit or project results in both written and verbal communications
