General Summary


Position may be filled as a Traffic Inspector or Traffic Inspector In-Training based on minimum qualifications.

The preferred hiring range is between $17.01 and $21.25 an hour ($35,380.80 - $44,200.00 Annually). Starting offer is based on applicable education, experience, and internal equity. This is a non-exempt Full-Time position. This position helps to assure quality work from contractors working on City streets or within the City's right-of-way including traffic operations. Performs responsible technical work inspecting street maintenance and construction work performed by private contractors for specification compliance to local and state requirements. Does related work as required. Primarily and most frequently the work done here is performed independently, with diverse functional areas and more specialization and ability to consult on the work of others. Reports to the Traffic Engineer.

If hired at the in-training level, the incumbent will be provided a training plan with measurable competencies that has been developed for the position. The in-training period will be 24-months but may be accelerated with a minimum of at least one year. Once the training competencies have been satisfactorily achieved and designated timeframes have passed, including meeting the minimum criteria of the Traffic Maintenance Inspector, the incumbent will be placed in and assume the duties of the Traffic Maintenance Inspector.

Essential Responsibilities and Duties

If hired as Traffic Inspector In-Training will learn the following. If hired as Traffic Inspector will perform the following.

  • Inspects street and sidewalk closures.
  • Manages temporary street/sidewalks/parking permit program.
  • Coordinates with utility companies and other City divisions and departments.
  • Inspects traffic control operations to ensure compliance with City and VDOT specifications and standards and the Virginia Work Area Protection Manual.
  • Coordinates with Traffic Operations staff on maintenance and infrastructure improvement efforts.
  • Ensures proper public notification related to work in the right of way.
  • Ensures proper traffic control measures are taken by contractor.
  • Verifies contractor billing quantities are accurate prior to payment.
  • Enforces safety standards and policies on construction site.
  • May oversee work done by in-house crews to identify deficiencies; explains deficiencies to individual(s) along with corrections to enhance the understanding and knowledge of the work.
  • Notifies contractors in writing or verbally of deviations or errors and advises as to corrective action.
  • Keeps daily progress records, prepares reports.
  • Follows up on reports of contractor damage to public and private property, ensures repairs are satisfactorily completed.
  • May confirm qualifications of contractor personnel as needed.
  • Performs related tasks as required.

Minimum Qualifications for Traffic Inspector In-Training:
  • Any combination of education and experience equivalent to a High School Diploma or GED required.
Preferred Qualifications:
  • One (1) year of experience relevant to this position including; street or traffic maintenance, construction or inspections, or permit technician preferred.
Special Requirements:

Ability to acquire proficiency in street infrastructure requirements and relevant contractual issues. Ability to learn the requirements of ADA regulations as it pertains to work within the ROW. Knowledgeable and able to manage third party testing/inspection firms, as applicable. Ability to interpret and apply City and State requirements; ability to read and interpret blueprints or specifications.

Work is performed around moving mechanical parts and traffic/roadways. Work requires exposure to loud noise, chemicals/hazardous waste, fumes/airborne particles, electrical hazards, and fuels including diesel, gasoline, and kerosene. Work requires ability to drive light and heavy equipment.

Work requires exposure to extreme weather conditions.

Physical demands include frequent reaching, standing, and standing; occasional stooping, kneeling, crouching, lifting, fingering, grasping, and repetitive motion; and rarely crawling, pushing, pulling and feeling. Must be able to lift up to 50 lbs. occasionally, and/or up to 30 lbs. frequently, and/or 10 lbs. constantly to move objects. Must be able to hear and communicate effectively with or without accommodation.

Must be available to work nights, weekends, holidays, and weather and non-weather emergency on-call. This position may be subject to federal DOT drug and alcohol testing regulations.

3. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.
  • Pension:
    • Choose from two options:
      • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
      • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
