SUMMARY

Cherokee Nation Strategic Programs (CNSP) is looking for a motivated Technical Project Manager/Scrum Master to support Department of Energy (DOE). The Technical Project Manager/Scrum Master will provide guidance to the overall schedule and implementation in support of the redesign and re-branding of the DOE website. Working with stakeholders from DOE division, the Technical Project Manager/Scrum Master will ensure all stakeholders input is taken into consideration as the system is designed and implemented.

***This position requires the ability to obtain a Department of Energy security clearance to be considered. ***

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Working in close collaboration with the Development Team
  • Builds workflows, wireframes, and design docs from customer input.
  • Develops agile schedule based on customer input artifacts.
  • Providing regular reports to leadership
  • Leads development team through the sprint lifecycle based on customer input artifacts.
  • Tactfully negotiates and establishes project objectives with project stakeholders.
  • Executes project objectives within the sprint timelines based on stakeholder objectives and expectations of success.
  • Develops plans for a team of developers to complete staged deliverables for UAT.
  • Manages a team of developers to deliver the staged deliverables and to meet project deadlines using an Agile methodology.
  • Responsible for oversite of development progress and intervening when developers go out of scope.
  • Ensures that developers maintain focus on target objectives.
  • Enforces development best practices and accepted conventions.
  • Develops and maintains software lifecycle management standard operating procedures and best practices.
  • Managing software licensing and deployment
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

This position will have supervisory authority.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in information systems, Engineering, Business, or a closely related field is required
  • 10+ years’ experience
  • Experience in IT Application Development/Deployment and the Federal Sector
  • Experience working with Mobile Application development

KNOWLEDGE, SKILLS AND ABILITIES

  • Must be proficient in current Microsoft Office Suite to include Outlook, Word, Excel, and MS Team applications.
  • Working knowledge of Agile Methodologies.
  • Must be proficient in Trello tool.
  • Strong analytical/critical thinking and innovative problem-solving skills.
  • Highly organized, extremely detail-oriented, and able to multi-task in a fast-paced environment.
  • Commitment to providing excellent customer service.
  • Flexibility and, above all, reliability.
  • Experience/skills in setting priorities and managing multiple tasks simultaneously.
  • Have focus and independent drive to complete tasks accurately and on-time.
  • Strong communication and organizational skills; both oral and written.
  • Successfully pass a federal background check and a drug screen.
  • Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently blocked from enforcement pending court proceedings. Therefore, Cherokee Federal is halting the application of the mandate; however, if the injunction is lifted, Cherokee Federal will restore administration of the vaccine requirement.

WORK ENVIRONMENT

  • This position is considered a remote work with some travel to the DOE facilities for meetings, and ideally will reside in or near Washington DC.

Estimated Starting Salary Range: $150k - $160k annually
