Job description

The Technical Analysis Supervisor will focus on Security and Emergency Services (SES) security analysis and all-hazards technical planning activities, and reports issues, challenges, and actions to the Technical Analysis and Planning Manager, as well as the Program Planning and Assurance Manager.
Key Responsibilities
- Supervise Vulnerability Analysts and Hazard Analysts in the development, coordination, and assist with the creation and/or revision of Security Analyses and Hazards Analyses documentation.
- Ensure collaboration occurs with the other Program Planning sections including Security Planning and Operations and Emergency Planning results in alignment of documentation throughout the directorate.
- Oversee, plan, and execute Security and Hazard activities associated with various programs including the Unanalyzed Security Condition review board, Site Specific Review Board, etc.
- Represent the Technical Analysis and Planning Department at meetings and consultations with customer representatives, governmental security agencies, and industry associates.
- Promptly correct or report any hazard or potential hazard to supervision.
- Perform other duties assigned by Management.
- Minimum Education & Experience:
- Bachelor’s degree in an engineering program accredited by the Accreditation Board for
Engineering and Technology (ABET) required for Civil, Mechanical and Electrical
engineering degrees; - Or, Calculus-based STEM bachelor’s degree;
- Or, for Architects, Certification from the National Council or Architectural Registration
Board (NCARB); - Or Professional Engineer license
- Plus a minimum of 8 years of related and progressively responsible experience.
- Or, Associates Degree in technology related field, plus 12 years of related and
progressively responsible experience.
- Bachelor’s degree in an engineering program accredited by the Accreditation Board for
- Able to supervise multiple concurrent activities, personnel, and work independently on Safeguards and Security program objectives, strategies, and formulate strategies for improving operations/processes.
- Able to develop and maintain relationships with all levels of employees throughout the company, customers, outside agencies, and various levels of personnel within parent organizations, DOE/HQ, DOE/NNSA, and other entities including Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia as needed to facilitate meeting Safeguards and Security program objectives while screening and maintaining confidentiality.
- Experience that supports the development of Security Analysis in accordance with Department of Energy (DOE) Order (O) 470.3C, Design Basis Threat and National Nuclear Security Administration (NNSA) Supplemental Directive (SD) 470.4-2, Enterprise Safeguards and Security Planning and Analysis Program Implementation Instructions.
- Experience that supports Hazard Analysts development of all-hazards /technical planning documentation such as Emergency Planning Hazards Surveys (EPHSs) and Emergency Planning Hazards Assessments (EPHAs) at the NNSSs locations operated by MSTS.
- Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines.
- Attention to detail and accuracy required in ensuring that policy decisions, procedures, and operations are compliant with DOE and MSTS regulations, procedures, and federal and state laws.
- Must possess planning/organizing skills and initiative; employ independent judgment; and apply knowledge and experience to ensure that requirements are completed efficiently and on time.
- Must possess interpersonal communication skills of an influencing and motivating nature to interface effectively with all levels of management, DOE security personnel, and outside agencies.
- Must possess the ability to understand complex data, terminology, procedures, laws, and regulations.
- Able to utilize independent judgment, creativity, and initiative to evaluate alternative methods of solving problems, problem resolution, and to ensure that requirements are completed efficiently and on time.
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- Work schedule for this position will be 4/10's Monday - Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is $106,225.60 - $169,956.80.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
