SUMMARY
The Systems and Maintenance (SAM) Project Manager (PM), Subject Matter Expert (SME) will be responsible for working with the Program Manager and CNI Recruiting/Hiring in maintaining the staffing requirements to fulfil the Systems and Maintenance positions in the program to include Electronics Technicians, Computer System Analysts and Supply Technicians. The SAM PM will be responsible for the administrative functions for the SAM team to include timesheets, appraisals, training, travel documents and will work closely with the Program Manager and Admin team on additional requirements as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.

Required travel to Antarctica 6 months a year or on a rotational basis with IT team.

Works closely with the government project manager and supports the needs of the program at the sponsor level or with program stakeholders.

Coordinates workshops and meetings, prepares for budget reviews, develops agenda items, participates in planning sessions, generates meeting minutes, and tracks action items as required.

Recommends policies, doctrine, tactics, and procedures.

Coordinates and interfaces with various Department of Defense (DoD), non-DoD, and international participants located in and out of the continental United States (CONUS).

Provides subject material to develop technical documentation, provides consultation to management personnel, or prepares and conducts training on matters relating to Aviation Command and Control projects, services or projects and research unique to the polar environments.

Responsible for ensuring that all program management contract deliverables are tracked and submitted on time throughout the life of contract. The following are typical of such documents:

  • Program/Project Cost and Financial Estimation and Reports.
  • Meeting Agendas and Minutes.
  • Plans of Action and Milestones.
  • Monthly Status Reports in government approved contractor format (C.F .) (by the 5th day following
  • end of each month).
  • Trip Reports (15 days upon completion of travel); Work Breakdown Structures (WBS).
  • Program Management Review documents (Quarterly).
  • Provide a Lesson’s-Learned report after each operating Season.
  • Position Binders.
  • Standard Operating Procedures (SOPs).
  • Various Program Acquisition related documents: Mission Needs Statement (MNS), Capability

Production Documentation (CPD), Operational Requirements Document (ORD), end of season

reports, etc.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) both for themselves, their employees, and the company as a whole. Fosters an environment in which they and their employees will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION/EXPERIENCE REQUIRED

High School diploma or GED with specific training with ATC, Meteorological, or Aircraft systems equipment/systems (expertise equipment/system to be specified at task order level). Must have fifteen (15) years of hands-on experience with aviation command and control, to include three (3) of the following four (4) areas: Systems Requirements, Operational Requirements, Test & Evaluation, and Training. Must have demonstrated industry and public service leadership in aviation projects or aviation services.

CERTIFICATES / LICENSES / REGISTRATION

A valid passport is required and is reimbursable. Must have a valid driver’s license.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Required to Physically Qualify (PQ) in accordance with the USAP requirements for deployment to Antarctica.

Must be able to perform job duties in extreme, cold, dark, work environments.

Must pass medical and dental examination prior to deployment; expenses are reimbursable.

Strong working knowledge and proficiency in MS Project.
Ability to provide complete Earned Value Management (EVM) reporting to the client / company.
Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.
Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner.
Exceptional organization skills with ability to effectively manage multiple projects and priorities.
Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals.
Exceptional customer service and relationship-building skills.
Ability to plan and oversee projects through the use of project management software tools and methodologies.
Ability to schedule, plan and lead meetings.

LANGUAGE SKILLS
Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
