Posting Summary
Rutgers, The State University of New Jersey is seeking a Systems Administrator for the Bloustein School of Public Planning and Policy. The position will report to the Director of Research and Evaluation and will be responsible for managing the Heldrich Center’s extensive and innovative longitudinal administrative data systems.

- Provides leadership, technical expertise, and overall management of the technical aspects for all Heldrich Center sponsored data systems.
- Requires close collaboration with Rutgers Information Technology teams and the research staff at Heldrich to ensure that the software and hardware design of these systems meets the needs of researchers.
- Manages the New Jersey Education to Earnings Data System (NJEEDS), NJ’s P20W state administrative longitudinal data system, including ingestion, cleaning, indexing, and the maintenance of statewide administrative data from external agencies.

Minimum Education and Experience
- Requires a bachelor’s degree in computer science, or an equivalent combination of education and experience and five years of related systems administration experience.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
- Must be knowledgeable in administering heterogeneous computing environments ranging from servers to personal computers and have advanced knowledge of systems administration techniques and tools.
- Requires good interpersonal, communication, and technical writing skills and the ability to handle multiple, shifting priorities.
- Must have significant knowledge of data management, security and confidentiality of individual-level data in large public data sets. This role is a key technical lead for a large data system that requires detailed management of the data and security protocols.
- Experience with database management within various computing environments is critical to the succeed in the position.
- In addition to the aforementioned, the position requires an exceptionally high level of attention to detail; a sincere concern about ensuring that the system design and data security meet the highest standards.
- Vigilant adherence to procedures to maintain the security and confidentiality of all data in the system.
- Creativity to develop and answer issues that arise from researchers conducting work based on the data.
Preferred Qualifications
- Extensive knowledge of and experience working with SQL databases are preferred.
- Familiarity with SQL, and data visualization tools such as Microsoft BI and Tableau would be a plus, as well as proficiency in the Microsoft Office Suite (Word, Excel, Power point, Outlook)
Equipment Utilized
- The position is expected to have a strong knowledge of data management, and data analysis software, including SAS, Stata, and R (or similar).
