DUTIES:

  • Develops, establishes, maintains, and implements continuous process improvement programs for policies, processes, and workflow across the directorate.
  • Responsible for supervising, training, mentoring, and leading Palace Acquire (PAQ) interns throughout all phases of the PAQ program.
  • Represents the organization at executive levels within the government and to contractor/ industry representatives; delivers presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
  • Assesses progress in assigned projects/programs including cost estimates, schedules, and performance-supportability baseline requirements.
  • Establishes management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provides early detection of emerging problems.
  • Provides continuous assessment/evaluation of overall program goals, objectives, strategies, and performance to ensure a sound basis for long-range acquisition program management processes.

SKILLS and QUALIFICATIONS:

Qualified candidates will possess:
  • A minimum of three (3) years of experience in federal acquisition, program/project management, and/or life-cycle logistics.
  • Strong communication, organizational, and leadership skills with demonstrated experience in leading, influencing and collaborating in a diverse team environment that includes external functional and program stakeholders.
  • Experience preparing and presenting briefings, reports, findings and recommendations, program information, written summaries, and results from synthesized data and/or metric analysis with senior leadership, external stakeholders, and customers (e.g., government contractors, other government agencies, federal Labs, etc.).
  • Ability to interact with leadership and staff at all levels - from junior staff to division, through senior Air Force leadership.
  • Ability to close on projects.
  • Strong initiative, self-motivation in problem solving, building professional relationships, active engagement in continuous process improvement, an interest in learning new information, and the ability to work independently while mentoring and guiding the work of others on the team are essential.

Highly qualified candidates will possess skillsets identified above and:
  • A minimum of four (4) years of experience in federal acquisition, program/project management, and/or life-cycle logistics.
  • A minimum of two (2) years of team lead experience.
  • Experience that has demonstrated effective leadership, solid communication skills, and robust time management skills.
  • Comprehensive understanding of federal acquisition, weapon systems development, and Advisory and Assistance acquisition processes.
  • A Bachelor's degree from an accredited institution.

Very h ighly qualified candidates will possess skillsets identified above and:
  • A minimum of two (2) years of supervisory experience to support the mission of organizing, mentoring, training, and equipping personnel.
  • Knowledge or familiarity with financial management, systems, and practice in support of the development of integrated planning, programming, budgeting, and closeout for financial resources.
  • Knowledge or familiarity with Systems Engineering principles.
  • Strong background in Air Force personnel management, personnel management systems and hiring practices.
  • A Master's degree in business from an accredited institution.

  • This position is not eligible for remote or full time telework, situational based agreements can be requested.
  • Employee must be able to obtain and maintain a Top Secret security clearance with Special Access Program (SAP).
  • Employee will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management ?Practitioner? certification category within required timeframe after appointment.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.

4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.

5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
