Summary


Responsible to support the overall Operation by providing Quality Control /Assurance for all fleet types (MU [multiple-unit] and Diesel) and to ensure compliance to regulatory requirements such as FRA (Federal Railroad Administration), AAR (Association of American Railroads) and Department and Corporate standards. The position exists to help the Maintenance of Equipment Department meet its Goals and Objectives relative to the performance of the fleet (MDBF [mean distance between failures], reliability, car availability and on-time performance (OTP), safety, Strategic Business Plan (SBP) and Enterprise Asset Management (EAM) initiatives, etc.) by providing quality inspections, audits, surveys, technical expertise, vendor assessment, technical direction and training as the need arises (including off shifts and weekends).


Responsibilities


Responsibilities may include but are not limited to:

  • Supervise, coordinate and conduct a variety of periodic quality inspections, audits and surveys of MU (multiple unit) and DH (Diesel Hauled) rolling stock, including: P.I.s (Periodic Inspections), Support Shops, Car Cleaning, Lavatories, HVAC (Heating, Ventilation Air Conditioning), LCM (Life Cycle Maintenance), Overhauls and Repairs, inspect installation of Modifications, FMIs (Field Maintenance Instruction) and upgrades to the equipment as required or requested. Inspections and surveys may be conducted on cars in-service or in shops/yards.
  • Provide Quality Control/Assurance assistance and be available 24 hours a day, 7 days a week at all locations. Conduct Equipment failure investigations and respond to emergencies to address equipment issues during weekends, inclement weather and off-shift hours, as required. Provide standby assistance when required.
  • Provide technical direction and training to M of E craft personnel to upgrade skills with authority to instruct craft personnel in the course of their maintenance of equipment duties. Suggest and authorize corrective action and introduce new concepts and enforce QC/QA standards when requested or required.
  • Prepare reports/charts to management reflecting results of inspections and surveys. Identify opportunities for continuous Quality/Performance Improvements. Develop Q.A.(Quality Assurance)/QC (Quality Control) procedures and checklists when requested or as required.
  • Assist in inspection, testing or failure evaluation of purchased components (such as First Article Inspection or FAI), provide assistance to Equipment Engineering in conducting special tests, proving and integrating modifications into the fleet, and conducting follow-up inspections to test the validity of these modifications when requested or required.
  • Participate in various Task Forces, P.I.T. (Performance Improvement Team) and QAI (Quality Assurance Investigations), relative to equipment analysis and reliability, as directed.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Support Customer Assistance Program (CAP) when assigned.
  • Perform other assignments as requested by Sr. Management.

Qualifications


  • A minimum of a High School Diploma or its educational equivalent (GED or TASC) approved by a state's department of education or accredited organization.
  • Must possess demonstrated experience (or equivalent technical training/knowledge) conducting quality inspections related to railroad rolling stock, particularly on mechanical, electrical, climate control and pneumatic systems and components.
  • Must possess excellent interpersonal and communication skills.
  • Must possess strong analytical and problem-solving skills.
  • Must possess strong personal computer skills, including but not limited to Microsoft Office Applications and database usage.
  • Must possess working knowledge of Quality Assurance (QA) techniques, including but not limited to: root cause analysis, statistical analysis, closed loop corrective action and sampling plan design.
  • Must possess the ability to indirectly lead and motivate craft personnel.
  • Must possess the ability to diagnose quality issues and recommend corrective actions.
  • Must possess the ability to interpret and apply drawings, procedures and standards, etc. to inspection planning and creation of checklists and reports.

PREFERRED/DESIRABLE SKILLS/QUALIFICATIONS:

  • AAS or higher technical or Engineering degree in Electronics/Electrical/ Mechanical field is preferred.
  • ASQ (American Society for Quality) certified Auditor, Technician, Inspector, Quality Engineer or other related Certification is preferred.
  • Prior experience / knowledge of regulatory compliance to FTA (Federal Transportation Administration)/ FRA (Federal Railroad Administration)/ APTA (American Public Transportation Association)/ AAR (Association of American Railroads) corporate/department standards is preferred.
  • Prior experience and ability to document, revise, and technically critique policy, procedures and standards is preferred.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
