Job description

This position is for a Scientific Research Facility. The Contractor Project Manager (PjM)
will work closely with Project Leads, Division and Directorate leadership, and the
Research Program Office to initiate, execute and close-out projects. PjM staff will
manage issues and risk, ensuring that projects are completed on-time, on-schedule, and
within the approved budget. Staff in this position are also responsible for reporting
project status to USAMRIID leadership, conducting periodic project reviews, managing
project teams, and seeing that projects progress from planning to execution and quality
review to close-out.

While Project Managers are not expected to work directly with BSAT nor to enter
biocontainment suites in order to execute their duties, familiarity with biocontainment
procedures, medical product development, and BSAT regulations are highly
recommended.


ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
  • Provides support to Division-specific Principal Investigators including support for the
following:
o Research Proposals
o Research Agreements
o Budget Estimates/Service Rate Calculations
o Tracking Project Schedule and Performance
o Monthly Budget Execution
o Project Change Requests
o Data, Document, and Manuscript Support
o Project Execution
  • Manages multiple projects concurrently, managing each specific project’s cost,
schedule and performance parameters throughout the life-cycle of each project
  • Employs a structured, disciplined approach to assist in the management and oversight
of an assigned Division’s research portfolio
  • Maintains knowledge of all financial, business and project execution processes used
within the Institute to manage science projects and portfolios
  • Exercises project management best practices to support select research projects -
Project management (PjM) assignments may be based on Command or Directorate
priorities and study complexities
  • Serves as an assigned Division’s liaison to the Office of Research Technology
Applications (ORTA)
  • Interacts closely with the ORTA and Principal Investigators (PIs) to initiate and
revise agreement documents, track status of approval, maintain visibility of milestone
completion and invoicing, and ensuring that all deliverables are met
  • Division level portfolio management duties within an assigned Division will consist
of approximately 50% effort
  • Division level project management will account for approximately 50% effort
  • May also provide project management support to other Directorates or Divisions as
determined and directed by Institute leadership
  • Performs other job-related duties as assigned


SUPERVISORY/MANAGEMENT AUTHORITY
This position will not have supervisory authority.


EDUCATION AND EXPERIENCE
  • A Bachelor’s degree in Scientific field and minimum 2 years scientific
research laboratory experience

  • Additionally, a minimum 1 year of Project Management experience, a degree
in project management or a current PMP Certification is required
  • Prefer experience in Bacteriology, Molecular Biology, Cell/Systems Biology,
Virology/Immunology, and/or Genetics
  • Prefer knowledge of BSL-2, BSL-3, and BSL-4 laboratories and research

KNOWLEDGE, SKILLS AND ABILITIES
  • Demonstrated ability to (a) work independently, (b) form and lead teams, (c)
multi-task in a high-paced environment, and (d) communicate effectively
both verbally and in writing
  • Requires the ability to maintain visibility on cost, schedule, and performance
programmatic parameters of an assigned Division’s portfolio
  • Requires the ability to communicate effectively with scientists, technical staff and
leadership at all levels within the Institute
  • Demonstrates skills in time management
  • Demonstrated skills in identifying and mitigating risks
  • Must be proficient in EXCEL and MS Project
  • Must be a US citizen


WORK ENVIRONMENT
Work will be performed in a climate-controlled office environment

Estimated Starting Salary Range: $85,000 - $95,000 annually
