DESCRIPTION

The Scripps Institution of Oceanography Office of Contract and Grant Administration (SIO OCGA) serves as administrative liaison for activities related to Scripps research contracts, grants, and other transaction agreements funded by federal, state, and private agencies.

SIO OCGA is a service department with its primary goal to help Scripps’s principal investigators identify and obtain funding for their research. The SIO OCGA staff reviews each proposal and budget for compliance with agency guidelines and University policy; tracks the status of proposals and responds to agency pre-award audits; accepts, negotiates and signs contracts and grants on behalf of the University; processes post-award actions; and ensures compliance with reporting requirements.

Uses skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and / or multiple sub awards. Guides less experienced staff. Central Role (CR): Is eligible for delegated signature authority (may vary by campus). Department Role (DR): Typically works on complex proposals such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards.

Responsible for the solicitation, negotiation, and acceptance of extramurally sponsored research funding received by SIO from federal and private granting and contracting agencies. Independently resolves complex contractual issues. Provides guidance to departments in proposal preparation, performs detailed analytical review of proposals, and submits proposals to agencies/sponsors ensuring compliance with agency and University regulations. Executes delegated authority for endorsing/approving contract/grant actions. Provides agency, University, and the Federal Office of Management and Budget (OMB) policy interpretation and guidance to SIO business offices and investigators. Reviews and negotiates award terms and conditions in accordance with University policies. Performs post-award sponsored project office activities. In concert with other SIO C&G officers develops and conducts in-house training programs relating to contract and grant administration matters. Works in collaboration with SIO C&G officers and support staff, providing back-up as needed.

Acts as a Lead member of the team for purposes of mentoring and training, and exhibits advanced experience to support team members in the wide variety of complexities. Provides this lead role to assist Director, and offer support to fellow C&G Officers.

QUALIFICATIONS

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Extensive knowledge and experience in the review, analysis and interpretation of federal government regulations and policies regarding sponsored projects (proposal through post-award). Demonstrated ability to read, analyze and understand terms and conditions of award agreements identifying potential problems.

  • Ability to manage significant volume of transactions. Demonstrated organizational and priority-setting skills.Proven ability to independently maintain work flow with changing priorities and frequent interruptions, especially during high stress deadline periods.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Effective skills and knowledge in Macintosh Computer programs, Excel, Word Perfect and Macintosh operating systems.Skill in the use of general office equipment.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Ability to work independently with minimal direct supervision.Proven skill effectively working with others in a team environment.

  • Proven experience with and knowledge of Department of Defense, industry and miscellaneous federal sponsor proposals and awards.

  • Proven experience performing review of sponsor solicitations and awards and determination of appropriateness/allowability of terms and conditions.

  • Demonstrated superior written and oral communications skills to effectively and professionally communicate using tact and diplomacy. Experience in drafting correspondence, basic award language and agreement modifications.

SPECIAL CONDITIONS

  • Job offer is contingent upon satisfactory clearance based on Background Check results.
  • Occasional evenings and weekends may be required. Must be able to work effectively during highly stressful periods.

Pay Transparency Act

Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $25.67 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
