Nature of Work

This is a technical position responsible for the field inspection operations for building construction, electrical, plumbing, mechanical, gas, fire prevention, energy, accessibility, and mobile homes. This position leads the direction of the Building Code Officers and inspection duties. Work is performed under the general supervision of the Deputy Building Official.

Essential Functions and Responsibilities

  • Enforces building codes that apply to the construction, alteration, movement, enlargement, roofs, reroofs, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of buildings or structures or any appurtenances connected or attached to such buildings or structures.
  • Perform duties as lead inspector that manages the inspection team in a broad range of duties related to inspections and interpretations of the building code.
  • Reviews and approves continuing education courses and training materials for inspectors.
  • Acts as liaison between the Deputy Building Official and Builders Services leadership for inspections which may require additional support or approved alternative methods of construction.
  • Inspects new and existing building construction for compliance with building code requirements, including site plans.
  • Assists and advises applicants, contractors, building owners and the general public of code violations and compliance.
  • Inspects demolitions, site cleanups, docks, davits, seawalls, pools, patios, etc.
  • Performs inspections in one or more of the following areas: building, plumbing, electrical, and mechanical, fire prevention, energy, accessibility, and mobile homes.
  • Reviews all plans submitted for permits for compliance with applicable building, electrical, plumbing, mechanical, fire prevention, energy, accessibility, and mobile homes.
  • Prepares reports, inspections and investigations as required.
  • Confers with contractors, engineers, architects. and assists with resolving problems as they occur.
  • Cross trains with other inspection, permit technician, and plan review staff to enhance job functions.
  • Answers technical questions and assists applicants with regards to required inspections.
  • Regular reliable full-time attendance as scheduled.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Graduation from a standard high school or possession of an acceptable equivalency diploma.
  • Demonstrates the following:
    • Demonstrate ten (10) years combined experience as a Registered Architect, Licensed Professional Engineer, ICC certified plans examiner, ICC certified building code inspector, with at least five (5) years of such experience in supervisory positions;

Or
  • Demonstrates a combination of post-secondary education in the field of construction or related field, no more than five (5) years being applied, and experience as a Registered Architect, Licensed Professional Engineer, ICC certified plans examiner, ICC certified building code inspector, which totals ten (10) years, with at least five (5) years of such total being experience in supervisory positions. The applicant must also have completed a board-approved course consisting of at least 20 hours, but not more than 30 hours, of instruction in state laws, rules, and ethics relating to the professional standards of practice, duties and responsibilities of a certificate holder.
  • Florida PE license is preferred.
  • ICC Certified Building Official or BDPR Building Code Administrator license is preferred.
  • Must maintain good interpersonal and communication skills to deal with public.
  • Must be able to speak, write, and comprehend English language.
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications except for required certification and licensure.
LICENSES AND/OR CERTIFICATIONS:
  • Have and maintain licensure in the State of Florida as an Architect or Engineer.
  • Possess five (5) standard (inspector and or plans review) licenses in the
    field as determined by the Builder’s Services Manager as Issued by The Department of Business and Professional Regulations within the area of discipline(s) listed in F.S. 468 as determined by the
    Builder’s Services Manager.
  • Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
  • Must maintain licensure while employed by Bay County.

Knowledge, Abilities and Skills

  • Knowledge of building construction in area of licensing and/or review plans for code compliance.
  • Knowledge of local and State laws and regulations governing electrical, mechanical, plumbing, and building standards, building plumbing, electrical, mechanical and zoning codes and related laws and ordinance.
  • Knowledge of modern practices and methods employed in building, electrical, plumbing, mechanical and gas inspections and knowledge of modern principles and practices of engineering as applied to inspection of buildings.
  • Knowledge of all types of building construction materials and methods, and of stages in construction when defects and violations may most easily be observed and corrected.
  • Knowledge of all phases of construction for one- and two-family dwellings and/or commercial buildings.
  • Knowledge of proper procedures in reviewing permit applications to assure contractors meet state and local licensing requirements and learns fundamentals of and assures compliance with state energy codes.
  • Must have good interpersonal and communication skills to deal with public.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Ability to detect structural and other faults and to perform inspectional activities of the county.
  • Ability to read and interpret Construction Documents quickly and accurately and compare them with construction in progress.
  • Ability to prepare comprehensive reports and maintain adequate and accurate records with proficiency in the use of Microsoft Word, Excel, and Outlook being essential.
  • Ability to establish and maintain effective and satisfactory working relationships and maintain satisfactory working relationships on inspectional and regulatory matters with excellent oral and written communication abilities and able to operate cell phones and other electronic devices.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work requires exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.

This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, assault and battery, heavy equipment, communicable disease, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations.

Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 50 pounds and climbing of ladders for inspections in excess of 8 feet in height.
