Overview:
Responsible for technical, professional and administrative duties to ensure proposal support, contract compliance, and reporting as defined in Federal Acquisition Regulations (FAR) Part 19. The successful candidate will be responsible for drafting, reviewing, and supporting Small Business Subcontracting Plans and Participation Plans for proposal efforts. This position requires a strong understanding of the FAR and Defense Federal Acquisition Regulations Supplement (DFARS) as it relates to small business.

This position description is subject to change at any time as needed to meet the requirements of the program or company.
  • Participate in proposal development activities, including writing, editing, reviewing and approving the small business subcontracting plans as well as participation plans. Writing relevant portions of proposal text in support of Vertex proposals.
  • Responsible for the development of subcontract agreements and purchase orders to include the procurement of specialized materials, equipment and services.
  • Administer subcontracting plans in support of Prime Contracts. Responsible for the analysis and review of subcontracting goals. Identify areas of improvement and determine Program risk, changes in relationships, law, etc.; Work with necessary subcontract or contract personnel to prepare and provide alternative approaches and solutions to mitigate risk to the subcontract's goals.
  • Responsible for the review and implementation of subcontracting plans for the utilization of small businesses concerns in accordance with contract requirements; Reporting subcontracting performance to the relevant Program and Supply Chain to achieve overall subcontracting goals at the Prime contract level. Responsible for the implement of solutions to achieve small business goals.
  • Coordinate the collection of data gathering with Contracts, Procurement, Data Analytics, and the Program Manager. Responsible for the reporting and submission of Individual Subcontracting Reports (ISRs) and Summary Subcontracting Reports (SSRs) into the eSRS system; Input of ISR/SSR (SF294/295) information semi-annually and annually.
  • Responsible for maintaining reporting documents, files, correspondence, meeting minutes and other appropriate and applicable documents, databases, and corresponding logs.
  • Attend outreach events, trade fairs, and small business events to identify qualified small and diverse businesses as well as plan outreach sessions for small businesses.
  • Periodically, reach out to small business trade associations and business development organizations to build relationships and support for outreach events.
  • Maintain “potential” supplier registration database, to include correspondence with potential suppliers and the dissemination of potential supplier information to applicable Vertex departments to include Supply Chain, Logistics, and Programs.
  • Responsible for the development, implementation and management of the Mentor Protégé Plan (MPP) and Mentor Protégé Agreements (MPA).
  • Generate and submit multiple reports using Excel and PowerPoint.
  • Perform all other position related duties as assigned or requested.
Qualifications:
Education
  • Bachelor’s Degree with a business management/administration focus
Experience
  • 4+ years of related small business subcontracting administration/reporting experience required OR Education/Experience equivalence.
  • Minimum 3 years proposal writing experience required.
  • Knowledge of FAR Part 19 required.
Skills
  • Ability to develop and implement effective systems and procedures to administer Small Business Program policy
  • Advanced proficiency in Excel and PowerPoint to generate, compile, analyze and evaluate facts and data using statistical and research methodologies
  • Must have excellent written and verbal communication skills
  • Must have ability to develop professional relationships with management, peers, vendors, subcontractors, and customers

Nationwide Salary Range: The salary range provided is intended to display the value of the company’s base pay compensation for all statewide locations across the United States. Salaries paid are subject to the conditions of the job including, but not limited to, the physical worksite location.
  • $60,000 to $90,000
