We are currently seeking a Signals Intelligence (SIGINT) Program Analyst to support our PAX River, Maryland customer. The SIGINT Program Analyst provides supplemental support to the SIGINT Level II Integrated Product Team (IPT) and Lead Systems Engineer. The SIGINT Program Analyst collaborates and coordinates = with Maritime Surveillance Aircraft (MSA) Program Office (PMA-290), Naval Special Warfare Center (NSWC), Crane, and other PMA-262 stakeholders to develop, procure, integrate, and sustain responsible Triton Unmanned Air System sensor hardware and software.

Duties:

• Provide contract execution support which includes requirements definition, contracting strategy recommendation(s), PMA-262 PMT and CSPT implementation, MSR and obligation/expenditure tracking as well as technical management/oversight.
• Track development of responsible hardware and software systems and interface with internal/external stakeholders to ensure cost, schedule and performance objectives are achieved.
• Facilitate the prioritization of responsible hardware and software system development and delivery according to program, resource sponsor and fleet operator priorities.
• Develop cost estimates and funding requirements for the life-cycle of responsible hardware and software.
• Assist the SIGINT IPT in the execution of program tasks.
• Manage assigned total obligational authority within budget.
• Developing and coordinating all required program documentation, reports, and briefings.
• Integrating program activities with all other MQ-4C program activities, and coordinating with internal and external program stakeholders in the execution of program activities.
• Utilizing the management processes, tools, and best practices, to include risk, issue, and opportunity management, schedule management, Earned Value Management, and the use of metrics to monitor program progress.
• Applying U.S. Navy and Department of Defense (DoD) management, acquisition, contracting, technical, and budgeting processes and policies to ensure adequate planning, preparation, coordination, and oversight of all program activities.
• Interfacing with Program Management, Engineering, Logistics, T&E, Financial Management, Cost, Business Operations, Contracts, and Legal communities in the performance of the assigned duties.

Required Education:

• MS/MA Degree

Required Experience:

• At least 10 years of experience performing the duties listed above .

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
