Water Services Technician I: Under general supervision, performs advanced technical, sub-professional office and field work involving general duties related to water and wastewater infrastructure planning, mapping, regulatory compliance, facilities management or other technical engineering services; performs other duties as assigned.

Water Services Technician II: Performs sub-professional engineering and water and wastewater systems planning and support activities of water and wastewater and related projects. Assumes responsibility for moderately complex engineering design and construction oversight of water, and wastewater, projects. This is a flexibly staffed class series in that the Water Services Technician I position may qualify to progress to the Water Services Technician II position with training, obtaining the required certifications, satisfactory performance, and the appropriate level of experience.

DISTINGUISHING CHARACTERISTICS
Water Services Technician I: This is the entry level in the Water Services Technician series. Positions in this class are expected to be familiar with State and Federal water and wastewater regulations and will be required to support the City's water meter program, water conservation activities, perform mapping and facilities management tasks for the City's water and wastewater infrastructure.

Water Services Technician II: This is a journey level position in the series. Positions in this class are distinguished from the Water Services Technician I in that they perform the more difficult technical and regulatory support work related to the Water Services Division and may provide direction and training to other Division staff.

SUPERVISION EXERCISED AND RECEIVED
Water Services Technician I: Receives general supervision from the Water Services Manager and technical direction from the Water/Wastewater Superintendent and Wastewater Treatment Superintendent

Water Services Technician II: Receives direct supervision from the Water Services Manager and general direction from the Water/Wastewater Superintendent and Wastewater Superintendent. Functions significantly more independently than the Water Services Technician I position. May provide supervisory or lead direction over others as assigned.

Examples of Duties

Duties may include but are not limited to the following; depending on assignment:

Performs complex drafting and mapping assignments using computer-aided methods;

Under the supervision of a licensed engineer, designs and prepares plans, specifications and cost estimates for Division projects;

Assist in developing and managing the City's water meter program;

Assist in coordinating water conservation programs and analyzing water consumption/conservation data;

Reduces survey field notes, prepares quantity take-offs, calculates material quantities; maintains and updates accurate records, survey data and progress reports;

May plan, monitor, evaluate work and train subordinate technicians depending on assignment;

Answers questions and responds to requests for technical information from contractors, private engineers, private citizens, other City departments, and other government agencies on Division projects, City codes, ordinances, and policies;

Prepares or assists in the preparation of State and Federal grant applications;

Provides lead direction in the operation of computer for engineering and/or facilities management recordkeeping, graphics, surveying and other applications; develops engineering and/or facilities management applications for computerized recordkeeping using various mapping data base software;

Act as coordinator for Division specialized facilities management software applications; Utilize facilities management software to evaluate, prioritize and document sanitary sewer or water infrastructure maintenance activities for regulatory reporting purposes;

Performs paraprofessional engineering work in the compilation and analysis of data for special projects and prepare various reports as required;

Compile data, perform research and statistical analysis, and prepare reports, graphs, and visual presentations of data for regulatory permits and other uses;

Assist, monitor and analyze all aspects of regulatory compliance for the City's water and wastewater facilities;

Assist in coordinating safety programs for compliance with State and Federal safety regulations.

Knowledge of:
Water Services Technician I:
Principles, practices and terminology of varied engineering technical support work including drafting, mapping, traffic control, field inspection and field survey;

Rules and regulations affecting municipal water and wastewater departments; State reporting programs such as sanitary sewer overflow reporting programs Water conservation practices and programs Hydraulic and mechanical operations as applied to the operation of water production; storage and distribution systems;

Hydraulic and mechanical operations as applied to the operation of wastewater collections and pumping systems;

Service connections, meters and backflow prevention devices and methods; Operations and maintenance issues related to AMR water meters;

Computer systems and software including Computer Aided Drafting, Mapping, Facilities Management and record keeping systems.

Standard office practices and procedures; Data collection and analyses methods.

Water Services Technician II:
In addition to the above requirements, significant knowledge and experience in providing the technical and regulatory support to the Water Services Division, and the demonstrated ability to perform duties required of the Water Services Technician II.

Ability to:
Water Services Technician I:
Plan, assign, review and train others in work procedures;

Use and operate networked computers, related software and peripheral equipment;

Prepare technical layouts, maps and graphic materials;

Analyze technical engineering and statistical information, evaluate alternatives and make sound recommendations;

Maintain records and prepare clear and concise reports and correspondence; Make accurate field inspections;

Establish and maintain cooperative and effective relationships with the public, design consultants and contractors while facilitating the completion of projects;

Communicate clearly and concisely, orally and in writing.

Water Services Technician II:
In addition to the above requirements: Manage water and wastewater projects of moderate complexity;

Develop or manage the development of GIS databases and facilities management databases.

Ability to train engineering technician or other staff members in specific procedures and practices.

Typical Qualifications

Any combination equivalent to experience or education that would likely produce the required knowledge and ability. A typical combination is:

EDUCATION
Water Services Technician I: Equivalent to completion of high school supplemented by courses in drafting, surveying, and computer science.

Water Services Technician II: Equivalent to completion of high school supplemented by courses in drafting, surveying and computer science. College level courses or equivalent experience in civil engineering, hydraulics, statistics, and or geographic information systems.

EXPERIENCE AND CONTINUING EDUCATION:
Water Services Technician I: Three years of sub-professional engineering office or field work, including design, survey, or inspection, which includes some experience on water and/or wastewater projects; and/or four years of progressively responsible experience in the installation, maintenance, repair/or inspection of water and wastewater facilities.

Water Services Technician II: In addition to the requirements for Water Services Technician I; Five years of progressively responsible experience in water and/or wastewater operations, state and federal regulations and/or water/wastewater facilities design. College level courses in Civil Engineering, hydraulics, statistics, surveying or graphics can be substituted on a year for year basis for up to two years of experience.

LICENSES AND CERTIFICATES
Water Services Technician I: Possession of a valid Driver's License (Class C) issued from the California Department of Motor Vehicles. Must obtain a Water Distribution Operator License, Grade I from the California State Water Resources Board within 18 months of appointment.

Water Services Technician II: Possession of a valid Driver's License (Class C) issued from the California Department of Motor Vehicles. Possession of a valid California State Water Resources Board Water Distribution Operator License Grade II or Water Treatment Plant Operator License Grade II and Water Distribution Operator License Grade I.

WORKING CONDITIONS:
Environmental Conditions: Exposure to safety hazards including, fumes or odors, dust or gases, chemicals, toxic materials, oil, and a variety of mechanical machinery. Physical conditions: Essential and marginal functions may require maintaining physical conditions necessary for standing, walking, sitting, driving, carrying, pushing, climbing, bending at waist, stooping, crouching, reaching, kneeling, crawling, hearing, sense of smell and sense of touch, lifting and pulling up to 50 pounds.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.

EMPLOYMENT BENEFITS

SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.

HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).

HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.

LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.

RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.

FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
