Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into six offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, and Neighborhood Response Unit. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), NYC Project Hope, Resilience and Emotional Support Team (REST), and the Mayor’s Subway Safety Plan.

Promoting Mental Health-AANHPI (PMH-AANHPI) is an initiative to promote the mental health and well-being of Asian American Native Hawaiian and Pacific Islander communities in NYC in the face of increasing racism and violence against these communities. PMH-AANHPI will coordinate efforts within the Health Department, with intra-governmental partners, and with community stakeholders to develop and organize structured discussions with communities about behavioral health impacts of anti-AANHPI hate and discrimination and associated strategies for healing and resilience.

PMH-AANHPI will use task-shifting and employ a train-the-trainer model with AANHPI community groups and leaders to raise awareness of the impact of Anti-Asian racism on individual- and community-level mental health, support resilience, and facilitate linkages to behavioral health resources for AANHPI individuals and communities in NYC. PMH-AANHPI will assure appropriate language access, ensure racial and cultural concordance between presenters and participants, and attain broad dissemination and reach.

In addition to creating training materials to include strategies for stress reduction, mental health awareness and stigma, and options for support and intervention; PMH-AANHPI will offer microgrants to AANHPI CBO/FBOs to increase their capacity to offer workshops and mental health service linkages to members of the AANHPI community.

RESPONSIBILITIES:
Reporting to Project Director of PMH-AAPI Senior Trainer will manage all aspects of PMH-AAPI train-the-trainer and coaching sessions for community trainers and Office of Community Engagement and Training (OCET) staff. Specific duties are outlined, below:

Senior Trainer:
  • Coordinate and facilitate PMH-AANHPI train-the-trainer with DOHMH and community stakeholders
to implement PMH-AANHPI training.

  • Develop training quality standards to monitor and support staff trainers

  • Support team managers with staff evaluation to ensure training curriculum adherence and fidelity

  • Provide technical assistance and regular coaching sessions to community trainers to enhance competence

  • Contribute to course and/or curricula development and updating

  • Conduct workshops and seminars to train employees in new skills or techniques

  • Create training plans based on an analysis of performance assessments and other data to identify areas of improvement

  • Assess training staff competency and identify areas for improvement

  • Review and revise training materials as needed, including manuals, videos, or other visual aids

  • Develop new training programs based on changes in technology or project needs

  • Conduct effectiveness evaluations of training programs

  • Evaluate training program outcomes to identify areas for development

  • Manage and execute the educational course catalog and assist staff and instructors in the development of courses and online modules.

  • Keep knowledge up to date for the latest practices, tools, and trends

  • Provide PMH-AANHPI trainings to community groups, non-profits, faith-based groups, and other potential partners as scheduled.

  • Work on special projects as needed.

  • Contribute to the development of
activities/tools that promote equity and uphold social justice in practices and programming

  • Perform additional duties and serve in emergency response roles in accordance with agency requirements.

  • Other tasks, as assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

  • Excellent facilitation, consensus-building and interpersonal skills.

  • Project or program management experience

  • Strong communication, writing, organizational, and computer skills.
