SMX is seeking a Senior Solutions Architect and Technical SME to support our customer at Fort Belvoir in Virginia! The Senior Technical Advisor (STA) works with a diverse group of stake holders across the Army Intelligence Enterprise to improve information and digital architecture services and will identify the most effective levers for improving information and digital services across the enterprise, based upon quantitative and qualitative assessments of user needs.

This position requires a DoD Top Secret security clearance which requires US citizenship for work on a DoD contract.

Responsibilities & Essential Duties

  • Champion modern technology development and management approaches on behalf of INSCOM
  • Use your deep understanding of the characteristics of successful digital architecture services and how they are built both inside and outside government including user-centered design and development practices, to lead major initiatives, provide consultation on systems or policy proposals, and/or provide technical, policy, and programmatic guidance to DoD leaders at the most senior levels
  • Lead major initiatives and providing technical, policy, and programmatic guidance to senior DoD leaders
  • Optimize information delivery systems and data governance structures
  • Identify emerging technologies and incorporate them into the enterprise
  • Redesign key business processes to increase efficiency and improve user experience
  • Manage complex stakeholder environments to build support and consensus for unit strategy and goals
  • Plan and execute an iterative strategy for scaling an organization from startup phase to mature
  • Works with other recognized technical experts within the Department and throughout the Federal Government, and individuals throughout private industry to develop a coordinated approach to unique problems or areas in which Federal agencies or the private sector has previously not been involved or concerned
  • Gain a comprehensive understanding of the current status of CD2 within the MIB(T)s
  • Familiarize yourself with the capabilities that the MIB(T)s require from CD2
  • Develop recommendations on emerging technologies and processes to bridge capability shortfalls
  • Identify and assess any gaps or discrepancies between the data sources and needs of the MIB(T)s and what is currently available in CD2
  • Coordinate and prioritize additional data source needs of the MIB(T)s, providing well-informed recommendations
  • Provide support in the Risk Management Framework (RMF) process to ensure the Capability Drop system maintains proper authorization
  • Contribute valuable insights and recommendations regarding the sustainment of Capability Drop

Required Skills and Experience

  • Clearance Required: Top Secret
  • Must be eligible for SCI and NATO prior to start
  • MS / PhD in a discipline covered under Science, Technology, Engineering or Mathematics (STEM) OR a BS in a STEM field with 5 years' experience as a scientist / engineer and 5 years' experience as a technical lead on enterprise-scale IT systems
  • 5 years' experience as a scientist / engineer and 5 years' experience as a technical lead on enterprise-scale IT systems
  • 5 years' experience with software engineering which may include leading software-focused projects in support of Federal, DoD, or IC customers
  • 5 years' experience with enterprise-scale data integration supporting Federal, DoD, or IC customers
  • 2 – 5 years' experience with designing/building/deploying accredited IT systems through a DoD or IC cloud service provider (CSP)
  • 5 years' experience with the technical aspects of program management which includes but is not limited to project management, requirements management, change management, financial analysis, contracting, and legal reviews

Desired Qualifications

  • 10 years' experience with enterprise-scale integration of advanced analytic capabilities, which includes but is not limited to Artificial Intelligences (AI) and Machine Learning (ML), supporting Federal, DoD, or IC customers
  • 10 years' experience with the Risk Management Framework (RMF) and the successful third-party security assessment of enterprise TS/SCI information systems
  • TS/SCI enterprise solution architecture experience which includes on-premise (data center) and cloud
  • TS/SCI assessment and accreditation of enterprise IT systems in support of global military operations
  • TS/SCI operational data science experience where operational means taking a data science project from operational requirement to successful fielding with an authority to operate
  • 22 Certifications
    • Commercial cloud solutions architect
