The City of Laguna Beach is seeking an enthusiastic, innovative and results oriented individual who will hit the ground running as a Senior Risk Management Analyst. This position will lead efforts in a variety of areas within Risk Management including Worker’s Comp, Leave Management, General Liability and Tort Claims. They will also assist in developing division wide policies and procedures, implementing new systems, and creating streamlined processes.

The ideal candidate for this position will be an outgoing self-starter who can take initiative, build consensus, and form positive working relationships with employees, executive management team members, employee associations and vendors. The ability to work independently, multi-task, problem solve and identify creative solutions, in a fast-paced environment will be critical to success.

This position reports to the Director of Human Resources and Risk Management.

Examples of Duties

Your Role:
This position will primarily focus on performing the following:


  • Plans, evaluates, and coordinates a comprehensive, city-wide risk management program, including tort, general liability and worker’s compensation claims
  • Coordinates the City’s insurance program for all lines and assets, identifies, monitors, and analyzes insured and uninsured risks and makes recommendations on appropriate types and levels of insurance.
  • Participates in implementing a variety of human resources and employee relations programs and activities, including labor relations and collective bargaining agreements, employee performance management and progressive discipline.
  • Assists the managers and employees on the interpretation and application of City policies and procedures related to employment laws and regulations; provides information and guidance on a variety of employment law changes.
  • Manages the disability and leave of absence administration to ensure compliance with federal and state laws including Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), California Fair Employment and Housing Act (FEHA), California Family Rights Act (CFRA), and Pregnancy Disability Leave (PDL).
  • Consults with management and legal counsel to determine proper actions regarding claims, employee relations, discipline, and absence management.
  • Assists with development of risk management, mitigation, employee relations and leave management policies, procedures and training programs for City employees, and conducts such training.
  • Stays current on issues relating to Human Resources employment and risk management laws and practices through continuous learning opportunities and participation in professional HR organizations.

Minimum Qualifications

Education: A Bachelor’s degree with major coursework in Human Resources, Public Administration, Business Administration or a related field. A Master’s Degree is desirable.

Experience:
Four years of experience in a responsible journey-level technical or administrative capacity, which include responsibility for compiling and analyzing data, preparing reports, and making recommendations related to business processes and functions. Prior human resources experience in risk management, and/or disability and leave management is highly desirable.

License/Certificate Requirements: Due to the performance of some field duties, which may require the operation of a personal or City vehicle, a valid California Driver’s license and an acceptable driving record are required.

Professional designation by The Institutes (previously known as the Insurance Institute of America) as an Associate in Risk Management (ARM) or Associate in Risk Management for Public Entities (ARM-P) is desirable.
