Duties

As DTS Administrator, the incumbent will provide full support to Program Management Offices and Senior Leadership administrative support, all F-35 JPO onsite and offsite members and the DTS Team. The incumbent serves as a Government Travel Card Program Account Manager (Agency Program Coordinator).

Plans, organizes, and accomplish all the activities of the management operations support for the Joint Program office for the F-35 PEO. Develops goals and objectives that integrate funding, information technology, management operations, and F-35 travel management objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.

Maintains a continuous liaison with other organizations: AFLCMC, AFMC, MAJCOMs, HQ USAF, Navy, Army, Marines and geographically separated organizations and their installations. Incumbent will establish, develop, and maintain effective working relationships with all levels of management, functional staff offices, and organizational counterparts at various levels in response to management operations project directions, funding issues, policy changes, and the impact of these changes. Represents the organization with a variety of installation and functional area organizations.

Plans, conducts, and coordinates special studies and projects. Collects, reviews, evaluates and Interprets data to provide analysis and reports to various levels of management. Acts as tactical planning liaison between other external offices, centers, and commands connected with project support. Participates in special projects and initiatives assuming leadership as required and performs special assignments.

As SME for a multitude of disparate topics, is responsible for the development of plans, goals, strategies and metrics for the organization. Ensures the organization's polices, concepts and procedures are communicated to others and integrated into their objectives. Analyzes, develops and evaluates issues, and then develops recommendations to resolve substantive problem/issues in support of real world and exercise operations.

Provides advice and guidance on a wide-range of special projects. Reviews, accepts, changes, or rejects their work as appropriate. Discusses work improvements. Creates and maintains productive relationships with co-workers, supervisors, management analysis, higher echelons, and personnel from other organizations. Recognizes priorities established by higher management, organizes to meet suspenses, and accepts full responsibility for work.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a comprehensive range of AF and Navy functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organizations to provide high level staff guidance.

2. Knowledge of DoD planning, programming, budgeting and execution; policy and procedures and schedules for developing funded requirements, unfunded requirements justifications, requirement narratives, offsets, disconnects, reclamas, and issue reports.

3. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.

4. Skill to use, manipulate, and the ability to interpret and integrate multiple inputs associated with numerous data call takings involving information into concise responses using analytical and evaluative techniques, and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop course of action to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities in the corporate process.

5. Skill in negotiating with management, supervisors, and employees to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.

6. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.

7. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good working relationships.

8. Ability to access or locate information through the use of a personal computer and various software programs.

9. Knowledge of security, safety, fire, health, and environmental requirements and guidelines.

10. Ability to plan, organize work and prioritize to meet deadlines.
