Jefferson Solutions, the well-respected government consulting company of the Jefferson Consulting Group, a woman-owned small business, is seeking a Sr. Procurement Analyst to support work with the Maritime Administration (MARAD). The Sr. Procurement Analyst will provide subject matter expertise in performing Acquisition Management Reviews (AMRs) and providing Advisory and Assistance Services as required.

AMRs include qualitative reviews to determine if key documents support rational decision making in market research, solicitation, justification, technical review and award. Reviews also include quantitative review of contract file documentation to confirm the procurements sampled followed Federal Acquisition Regulations (FAR), Transportation Acquisition Manual (TAM), Transportation Acquisition Regulations (TAR) and MARAD policy.

The Sr. Procurement Analyst may also recommend best practices from other government agencies of similar size and structure that may be suitable to MARAD’s unique mission.

Recommendations may also be required in the event of policy and procedure change from agencies such as Office of the Inspector General (OIG), Government Accounting Office (GAO), P2P, other internal audits, or MARAD Office of Acquisition Management decisions.

The Sr. Procurement Analyst will also provide assistance in implementing these recommendations, if adopted by MARAD.

Additional work may be requested to assist with corrective actions, the formulation of policies and procedures, and gaps in training.

Qualifications:

• Bachelor's Degree
• A minimum of 10 years of Federal Government contracting experience with a significant portion of that time in a senor contracting management position
• Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with senior level MARAD officials.
• Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.
