Job description
Provisional Qualifications:
- Six (6) years of professional health planning experience in at least ONE of the following health planning areas:
2. Demographics or economics, for the purpose of projecting need for health care facilities and services.
3. Analysis of health care resources, health personnel needs, usage patterns, health services quality, or patterns of clinical care.
4. Health care policy development and analysis on a national, statewide, regional, or county basis.
5. Experience in a state regulated health care facility or governmental agency in which the major portion of the duties relate to the preparation or review of Certificate of Need applications.
- An associate's degree may be substituted for two (2) years of experience. A bachelor's degree may be substituted for four (4) years of experience. A master's degree in a closely related field may be substituted for one (1) additional year of experience."
Preferred Qualifications: Ability to work with large data sets. Familiar with health planning, mapping, demographics, health care utilization, and the regulatory process.
The Bureau of Public Need within the Center for Licensure, Planning, and Finance reviews Certificate of Need (CON) applications to ensure that proposed services will benefit the communities that applicants serve. The CON process governs the establishment, construction, and renovation of health care facilities, such as hospitals, nursing homes, home care agencies, and diagnostic and treatment centers. The CON process promotes the delivery of high-quality health care and ensures services are aligned with community needs.The Senior Health Planner in the Bureau of Public Need will gather and analyze data from the Department’s data sources, health care facility cost reports, and other sources to determine health care utilization trends focused on health planning. The incumbent will monitor projects to ensure program compliance and assist in developing written reports while collaborating with other program staff. As needed, the incumbent will participate in revising and updating public need methodologies to reflect changes in medical technology and trends in the delivery of health care services.
