Overview :
ASN Constructors is a joint venture of three international contractors (Acciona, Shikun & Binui and North American Construction Group) who will work with the Metro Flood Diversion Authority and other area stakeholders to build a historic project that will protect the citizens of the Fargo-Moorhead area from flood waters from the Red River. Qualifications :
Knowledge, Skills, and Abilities

• Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
• Experience with certified payroll, LCP Tracker, and controlled insurance programs.
• Experience with payroll software integrations.
• Excellent organizational skills and attention to detail.
• Strong analytical and problem-solving skills.
• Strong supervisory and leadership skills.
• Proficient with Microsoft Office Suite or related software.
• Proficient with payroll software.

Experience and Qualifications

• Bachelor’s degree in accounting, Business Administration, Human Resources, or related field required.
• Five to seven years of related experience required.
• Experience with LCP Tracker and certified payroll required.
• Construction industry experience preferred.

Responsibilities:

• Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
• Generate, certify and submit all craft employee CPRs. Must be compliant and current.
• Review, certify and submit Subcontractor CPRs for timely submission.
• Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
• Stay up to date with change local laws and union rate changes, updates rates in LCP Tracker accordingly.
• Perform cross checks of payroll submissions against other project documents such as daily reports and safety orientations.
• Prepares and maintains accurate records and reports of payroll transactions.
• Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
• Facilitates audits by providing records and documentation to auditors.
• Identifies and recommends updates to payroll processing software, systems, and procedures.
• Provides constructive and timely performance evaluations.
• Oversees the daily workflow of the department.
• Performs other duties as assigned.
