Plans, coordinates and implements servers with essential security and data safety measures to protect data, software and hardware.

Oversees lifecycle management of data and resource usage planning for current and future needs.

Researches new technology with recommendations for future implementation.

Develops new system and application implementation plans, custom scripts and testing procedures to ensure operational reliability.

Trains technical staff in how to use new software and hardware developed and/or acquired

Analyzes server logs for system, application, performance and patch management to determine system health and takes timely corrective action.

Performs vendor/3rd Party oversight for installation, updates and maintenance.

Recommends and applies upgrades, patches and new applications and servers.

Ensures high availability and acceptable levels of performance of mission critical host computer resources.

Oversees the daily backup process to ensure the data for all sites is successfully backed up and recommends improvements or necessary changes.

Gathers data pertaining to end user needs, and uses the information to identify, predict, interpret and evaluate system and network requirements.

Troubleshoots issues and escalates issues to appropriate levels.
-
Plans, evaluates and implements approved system changes and upgrades maintaining change logs.

Creates the necessary documentation on systems and processes and oversees application documentation maintained by staff.

Provides technical support and guidance, as well as training on new systems and processes, to end users and IT staff.

Establishes and maintains user accounts, profiles, file sharing, access privileges and security.

Oversees and enforces technology standards including but not limited to user set up, access control, appropriate use and connectivity.

Oversees, monitors and troubleshoots e-mail archival environment.

Responds to end-user questions.

Tracks and verifies licensing compliance for all software that are maintained on IS managed servers and hosts.

Works in collaboration with the Chief Information Services Security Officer tracking, verifying and responding to issues related to security and privacy compliance for all IS managed users, servers and hosts including but not limited to HIPPA, PCI, CJIS.

Assists in planning, coordinating, and consulting with vendors for server/software purchases, product services and support.

Oversees management and implementation of SSL certificates.

Participates in the City's intercultural competency training and program.

Responds to resident's questions and service requests in a courteous, timely and equitable manner.
KNOWLEDGE, SKILLS AND ABILITIES:
Computer/Technical (Essential): Knowledge and highly competent skill set for the following equipment, software and tools:
Initiative: Self-starter who exhibits a high level of initiative and resourcefulness; excellent organizational and time management skills; willingness to take on complete, multiple project assignments quickly and efficiently; looks for ways to improve skills and is a dedicated and driven learner;

Considerable experience working as a network administrator or systems analyst in comparably sized, multi-site environment as well as

Graduation from an accredited college, community college or university with major course-work in computer science, network, security and management information science with continuing education in network, security, server, storage and operating systems;

or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.

Experience working with a diverse workforce.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
