Duties

The Senior Advisor, Semiconductor Manufacturing Coordination (SMC) coordinates the activities of NIST's portfolio of semiconductor innovation institutes with other parts of the CHIPS Program. The mission of the Office is to aid in the coordination of activities in semiconductor manufacturing to enhance technology transfer in the U.S. semiconductor manufacturing industry and help companies overcome technical obstacles to scaling up production of new semiconductor technologies. The incumbent is responsible for:

  • Identifying strategic opportunities and coordinating activities, policies, procedures, technical capabilities, and programmatic capacities of NIST in semiconductor manufacturing.
  • Serving as the coordination and support advisor for Office of Advanced Manufacturing (OAM)/Advanced Manufacturing National Program Office (AMNPO) (OAM/AMNPO) semiconductor activities and CHIPS Program Office.
  • Participating in the Advanced Manufacturing Interagency work teams as required.
  • Analyzing external trends in semiconductor manufacturing and technology innovation to identify new capability and capacity needs for NIST and DOC.
  • Along with OAM/AMNPO, representing NIST in national and international semiconductor manufacturing forums and conferences.
  • Serving as the strategic advisor in terms of developing operational processes and policies to support semiconductor manufacturing and industry innovation initiatives and extramural semiconductor manufacturing activities.
  • Serving as a liaison on matters related to semiconductor manufacturing.
  • Providing advisory support regarding managing competitions and the formation of public-private partnerships.
  • Coordinating with internal and external partners in a whole of government approach in the semiconductor innovation space as it pertains to the DOC activities under CHIPS.
  • Serving on advisory boards, bodies and committees related to semiconductor manufacturing.

Qualifications

Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignment of the position. Additionally, applicants must meet the basic education requirements to be eligible for consideration for this position.

QUALIFICATIONS

To meet the minimum qualifications of this position, you must possess all of the mandatory professional/technical qualifications and meet the basic education requirements and specialized experience for this position.

Basic Education Requirements for the 1301 series:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • Combination of education and experience - education equivalent to one of the majors shown in 1. above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Specialized Experience: In addition, applicants must have one year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position and referenced in the Professional/Technical Qualifications (PTQs), and that equipped the candidates with the scope and level of knowledge, skills, and experience to successfully perform the work. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with State or local government, the private sector, or non-governmental organizations. Professional/Technical Qualifications (PTQs) (MANDATORY):
  • Demonstrated experience advising on semiconductor manufacturing and technology as evidenced by broad technical knowledge of and experience in advanced manufacturing, including private, public or academic experience, program management, and technical expertise.
  • Demonstrated experience in communicating and effectively collaborating with a diverse set of customers and stakeholders, such as senior level federal officials, Congressional members and staff, private sector semiconductor manufacturing leaders from industry and academia, and manufacturing sector trade associations and organizations to shape policy related to semiconductor industry.
  • Demonstrated experience in leadership and communications by formulating and developing policies and initiatives related to semiconductor manufacturing legislation and private sector outreach, including the establishment of public-private partnerships in advanced manufacturing.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
