Under the general supervision of the Director of Human Resources, provides Human Resource Information System (HRIS) support and automated solutions to HR technical challenges. Coordinates HRIS related training, provides information and assistance on technical procedures and practices relating to E-Business Suite (EBS). Lead EBS User and Acceptance tester. Facilitates the hiring process of Forest Preserve District employees. Responsible for resolving Human Resources Department (HRD) related technical issues. Liaison for payroll and budget matters. Works with highly confidential and sensitive materials and information.


Typical Duties

Performs assessments of current HRIS environments and makes recommendations for improvements.

Performs EBS User and Acceptance Testing.

Acts as the primary Content Librarian by preparing accurate job descriptions, developing and entering Notices of Job Opportunity in compliance with ATAS protocols and guidelines as needed.

Creates applicant eligibility and ineligibility lists per the District’s applicant tracking and application system (ATAS).

Validates applications against established selection standards to determine which applications meet minimum and/or preferred qualifications.

Facilitates the background and medical processing of potential new hires and current employees.

Maintains confidential records and files.

Verifies timekeeping reports, confidential employment histories, and other background information.

Performs HR related payroll administration.

Advises department heads in the preparation of HR related documents.

Investigates errors or delays in any hiring processing documents or employee benefits.

Serves on District interview panels as needed.

Performs a variety of professional tasks relative to assisting in the day-to-day HR operations.

Performs other duties as assigned.


Minimum Qualifications

Must possess a bachelor’s degree or higher in human resources management, business administration, public administration, industrial/organizational psychology, industrial management, psychology, sociology or substantially similar area from an accredited college or university and at least 5 years of full-time work experience in HR administration, OR possess a high school diploma or GED and at least 7 years of full-time work experience in HR administration, payroll, budgeting, finance, or information technology.


Preferred Qualifications

At least 3 years of work experience with Oracle applications OR at least 1 season of work experience with the Forest Preserves of Cook County (FPCC), OR at least 1 season of work experience as a Conservation Corp Crew member, OR at least 1 season of work experience on property of the FPCC with partners such as the Chicago Zoological Society, Chicago Botanic Garden, Greencorps Chicago, OR at least 1 season of work experience with other partners such as, Friends of the Forest Preserves or the Student Conservation Association.


Knowledge, Skills, Abilities and Other Characteristics

Knowledge of the basic principles of the ATAS, Taleo application, and other Human Resources Information systems.

Knowledge of and ability to perform all aspects of HRIS related tasks.

Ability to interact effectively with a diverse group of employees at all levels, including senior managers and executive staff.

Knowledge of federal laws related to employee rights and benefits.

Knowledge of standard personnel practices and administrative procedures.

Ability to comprehend, organize and retrieve detailed information.

Ability to formulate reports and make presentations in an understandable manner.

Ability to express complex technical concepts effectively, both orally and in writing, and communicate technical and operational information to HR personnel.

Ability to work well under pressure and manage details.

Ability to manage constantly shifting priorities with flexibility and accuracy.

MUST BE A RESIDENT OF COOK COUNTY OR ESTABLISH RESIDENCY IN COOK COUNTY WITHIN 6 MONTHS OF EMPLOYMENT AND REMAIN A RESIDENT AT ALL TIMES DURING EMPLOYMENT WITH THE DISTRICT.
