The Senior HR Business Partner provides direct support and services to Housing & Hospitality (H&H), which currently operates within a $500M operating budget & employs approximately 2,600 FTE. Currently, H&H provides room & board accommodations to approximately 16,000 single undergraduates, & 5,000 graduate student families, single graduates, upper division undergraduates, faculty & postdoctoral scholars. In addition, H&H is responsible for the Hospitality division that consists of UCLA Meyer & Renee Luskin Conference Center (LCC), which provides lodging, dining, & conferencing services in a facility with 254 rooms & over 25,000 sf of meeting & dining space. Also included in H&H are the Lake Arrowhead Lodge, the UCLA Guest House, UCLA Vending Services, & UCLA Catering.

The Senior HR Business Partner will serve as a key member of the H&H Leadership team by providing HR subject matter expertise in coordination with Campus Human Resources to ensure consistent application & compliance with policies & procedures applicable to UCLA. The HR Business Partner reports to the Director of the HR Payroll and Operations Center (HRPOC) with oversight from CHR (through appropriate subject matter designation) & provides reports & information to the H&H leadership team as needed. Establishes unit goals, benchmarks, & qualitative measures to ensure the office meets the diverse needs for the department. The Senior HR Business Partner is responsible for all aspects of HR management for H&H to ensure consistent application & compliance with policies & procedure. Provide leadership, timely decision making & direction to the human resources staff operating in support of H&H in order to streamline workflow, maximize performance, & improve efficiency.

Serves as the lead and coordinates with other HRPOC and CHR professionals in administering personnel policies, programs, & procedures in the areas of recruitment, performance management, , incentive/recognition programs, workers compensation & disability case management for a diverse staff covered by personnel policies or union contracts. The staff includes student employees (casual restricted), & both career unrepresented & represented employees. Represented staff are covered by various labor unions & make up majority of the career employees in the department.

Is a resource to the H&H managers on unit personnel practices. Receives assignments in the form of objectives & determines how to use HR resources to meet schedules & goals. Recommends HR programs to ensure compliance as well as innovative programming & efficiency. Provides guidance to achieve goals in accordance with established policies. Participates in short- & long-range strategic planning for the department and in formulation of management goals, objectives, & policies. Support effective implementation of department & divisional processes, procedures & guidelines. Lead staff in introducing new & innovative services & modifying/improving existing procedures to meet the changing HR/Payroll/Personnel environment.

Required/Preferred

Bachelor's degree in human resources or related field and/or 7 years

experience or the equivalent experience and training.

Required

Skill in resolving complex personnel issues which involve interpretation and application of established policies and procedures.

Skill in analyzing information, practices and/or procedures to define the problem objective, identify relevant concerns, identify patterns and relationships, formulate conclusions, recognized alternative solutions, to resolve complex issues.

Experience and demonstrated skill in interacting diplomatically in order to mediate personnel conflicts and to maintain equanimity in the face of resistances, indifference or hostility. Interpersonal Skills to establish and maintain cooperative relationships with School's faculty and staff.

Required

Working Knowledge of University Personnel and Payroll policies and procedures, progressive discipline procedures, UC Collective Bargaining Agreements and Workers' Compensation policies and procedures.

Required

Demonstrated working knowledge of university personnel action requirements, including but not limited to procedures and practices related to classification, compensation, reclassifications, transfers, promotions, separations, and layoffs.

Preferred

Demonstrated skill in personnel supervision including selection, training and delegation of responsibility, development of job standards, performance evaluation, discipline and the resolution of employee problems.

Required

Demonstrated working knowledge of UCPath TRS, COGNOS CDW, PeopleAdmin System, Online Financial System Reports (OFSR), LMS, and Financial Aid, Scholarships websites and Excel and Access software programs.

Skill in developing and maintaining professional working relationships with colleagues, and others to meet the strategic goals of the department.

Demonstrated skill in negotiation (i.e., exchanging ideas, information and opinions with others to arrive jointly at decisions or recommendations).

Required

Thorough knowledge of federal, state, and local laws affecting Human Resources activities, including FMLA/CFRA, PDL, ADA, EEO, DOL/FLSA Wage and Hour Guidelines, ERISA, COBRA, and Workers Compensation.

Demonstrated successful experience administering a highly complex organizational structure supporting an employee base represented by multiple union and collective bargaining agreements.

Required

Leadership, management and organizational skills which demonstrate the ability to establish clear goals and management objectives; ability to develop quantifiable measures, and manage others by mentoring and motivating staff to achieve individual and team work goals.

Required

Experience working with campus human resources and other offices at UCLA, including employment and compensation, employee relations, training and development office, staff & faculty counseling office, benefits office, ombuds office and corporate financial services.

Preferred

Strong interpersonal skills instilling confidence and trust with a variety of stakeholders including individuals who may be receiving advice or information that is inconsistent with their desired outcome.

Required

Strong communication skills to convey required information for compensation, performance management, interactive process and other actions.
