FUNCTION
An advanced technical position requiring a thorough knowledge of all available tools and applications to add, maintain, update, and analyze the GIS database.
CHARACTERISTICS OF WORK:
  • Creation and maintenance of parcel base map vectors created by split/merge and new subdivision documents using AutoCAD, analyze vectors for accuracy and depiction.
  • Transfer of these vectors to ArcMap; editing and tagging to create GIS topology, including attributes.
  • Research and resolution of parcel discrepancies.
  • Creation and maintenance of other non-cadastral GIS layers.
  • Maintain the meta-data on GIS layers and maintain other procedural documentation.
  • Work is performed under the direction of the GIS Manager.

TASKS:
  • Maintenance of AutoCAD data set using detailed standards and methodology. Convert AutoCAD files to ArcMap LGIM Parcel Fabric; perform quality control check of polygons and attribute data to ensure clean translation into multiple feature classes.
  • Analyze and/or correct conflicts within data sets of parcel elements to ensure an equivalent match of related parcel data to include lot/parcel number, subdivision code, block number, city/county designation, etc.
  • Build, clean, tag, and verify parcel data to be used in ArcMap; take corrective action utilizing GIS software to resolve conflicts or discrepancies and improve existing data. Edit/maintain CAMA attributes.
  • Provide general in-house support to the employees using ArcMap, AutoCAD, Web site or Microsoft Office-related products. Maintain and create standards and templates. Provide customization, training and application troubleshooting and solutions.
  • Work with Land Records personnel to complete parcel updates (splits/merges, subdivisions) in AutoCAD/ArcMap application(s); interpret legal descriptions from record books/plats to resolve or edit vector/polygon data including parcel id (tag).
  • Utilize digital orthophotography and related files to obtain coordinate data, alignment correction, and capture of related entities for GIS application (i.e. parking lot).
  • Provide spatial analysis, custom maps, reports and GIS-related data in hardcopy or electronic format to government/public entities using GIS data sets and tools; process requests for general sale and information as required.
  • Research and interpret survey data, deeds and related documents for the purpose of parcel boundary discrepancies, correction of legal descriptions or parcel id (tags) within GIS parcel base.
  • Process legal documents to include split or straight change, conversion of legal description to AutoCAD layer and/or consult with GIS Manager for alignment resolution or parcel history status.
  • Maintain meta-data for GIS data and procedural documentation for daily/weekly/monthly jobs.

QUALIFICATIONS:
  • High School diploma or equivalent.
  • A two-year college degree in a related field or technical course(s) with two years of experience in a CAD/GIS network environment, cadastral mapping, and/or survey design principles and techniques may be substituted for education.
  • Any educational programs, certifications or professional designations with - URISA, IAAO, FACM, MICROSOFT; etc. related to GIS, CAD, or job-specific tasks are a plus.
  • A comparable amount of training and experience may be substituted for the minimum qualifications.
  • Must possess, the ability to communicate clearly and concisely, both in verbal and written form.
