Requisition Name: Unarmed Security Guard

Location: Somerville, Tennessee

Description:

Tennessee Department of Children Services (State) is procuring a multi-year contract for uniformed unarmed security guard service, performed during specified hours, to assure the safety of state-owned buildings, grounds, facilities, property, personnel, and other users or guests on campus. The contract service area includes all buildings and properties owned or leased, and operated, by John S. Wilder Youth Development Center, Somerville, Tennessee.

A. Security Guard Services:

I. General Requirements:

a. The contract security company must provide a total of twenty (24) registered security guard/officers to work one of three eight (8) hours shifts without gaps in coverage.

b. The state reserves the right to increase and/or decrease service, requesting additional guards and service as circumstances warrant and at the per hour rate as bid.

c. The contract security company must designate a site supervisor(s), a project manager, and a contract manager specific to WYDC.

d. For the duration of this contract, the state expects the successful contract security company to maintain an employee retention rate of no less than 50% within any twelve (12) month period.

e. The contract security company is expected to supervise and accept total responsibility for all persons within their employment.

f. All contract personnel are expected to be accountable and/or responsible and meet unexpected situations in a professional manner.

g. The contract security company is responsible for all employee uniforms, and equipment such as mobile phone, flashlight, time clock or other tracking device.

h. Contractor Experience

1. The contract security company must have been actively engaged in providing Contract Security Guard Services, as defined by Tenn. Code Ann. § 62-35-102 (16) (A-D), for a minimum of two (2) years immediately preceding the effective date of this contract.

2. Contact information for a minimum of three (3) previous customers of similar size and scope, serviced in the past two (2) years, must be available upon request.

II. Minimum Qualifications:

Education: Each security officer must have an education equivalent to graduation from a standard high school.

Job Overview/Summary: Under immediate supervision, performs children's services work of average difficulty in the supervision, observation, and security of youths; and performs related work as required.

Other Requirements:

1. Be at least twenty-one (21) years of age on the date of application;

2. Be a citizen of the United States;

3. The contracted agency will also be responsible for the completion of a criminal background check prescribed by the Tennessee Bureau of Investigation (TBI) and the and agree to release all records involving their criminal history to the agency.

4. Have no conviction for a felony or have been discharged under any other than honorable conditions from any branch of the United States armed forces;

5. Provide proof of a physical examination administered by a licensed physician that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position;

6. Submit to and pass a pre-employment screening test for use of illegal drugs;

7. Possess a valid motor vehicle operator's license at the time of appointment.

8. The contracted agency will be required to verify for the agency that the staff has met these requirements prior to the day they report to the facility, and that the applicant possesses good moral character.

9. Before performing any duties, successfully complete a prescribed 160 hours course of instruction at the John S. Wilder Youth Development Center. The initial 80 hours will be classroom instruction and the subsequent 80 hours of instruction will be on the job training (OJT).

Distinguishing Features: The security officeris assigned to work in an institutional setting providing youth supervision and may be assigned to work a fixed or rotating schedule. Works with Wilder Youth Service Officer (YSO) to provide security of youth at WYDC.

Work Activities

1. Assist WYDC YSO to address and resolve youth conflicts immediately before situations escalate.

2. Check visitors for any contraband.

3. Perform vendor tool checks.

4. Ensure visitors are authorized on facility.

5. Assist WYDC YSO to explain to youth appropriate behavior expectations.

6. Assist WYDC YSO to address and correct inappropriate youth behaviors.

7. Assist WYDC YSO to ensure youth comply with behavior expectations.

8. Assist WYDC YSO to perform searches on youth, staff, and areas to prevent and detect any contraband.

9. Assist WYDC YSO to provide constant supervision of institutionalized youth by maintaining security.

10. Assist WYDC YSO to monitor youths’ chores such as cleaning dormitories, removing trash, collecting, and dispersing laundry to maintain a clean-living environment.

11. Inspects areas for damaged or non-functioning doors, windows, locks, etc.

12. Provide roving patrols on the perimeter of the campus.

Equipment:

1. Operate hand-held radios supplied to WYDC staff.

2. Operate a handheld flashlight, which is the responsibility of the security officer to acquire prior to the beginning of his/her assigned duty days/hours.
