ORGANIZATIONAL SUMMARY:

USF's Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan.

On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space.

USF Environmental Health and Safety (EH&S) implements policies, procedures and programs designed to protect life, property, and the environment. EH&S promotes a culture of safety by advancing adherence to the principles of safety, environmental compliance, and risk management, and assists the university community in achieving positive outcomes through education, hazard assessment, exposure mitigation, and the responsible management of hazardous materials.

POSITION SUMMARY:

The Safety & Compliance Officer - EH&S position provides support for university faculty, staff, and students in maintaining compliance with university policies and Federal, State, and Local regulations related to facilities safety, laboratory safety, environmental compliance, and disposal of hazardous wastes. Provides technical assistance to ensure compliance management at USF. The responsibilities of the position include developing procedures and performing inspections, training, and consultations to ensure that campus facilities, work procedures, research protocols and/or scientific research laboratories comply with applicable laws, rules, policies and procedures relating to facilities safety, lab safety, chemical safety and hazardous waste disposal. Activities include, but are not limited to, conducting laboratory or facilities safety or chemical compliance inspections, keeping appropriate records, recommending corrective actions, and writing reports of findings, consultations, technical assistance, reporting, internal/external correspondence, investigations, and applicable training at all USF locations. Assists researchers or administrators with federal/state regulatory agencies on environmental compliance, safe use of hazardous materials and committees such as the Institutional Animal Care and Use Committee (IACUC) and Institutional Biosafety Committee.

RESPONSIBILITIES:

Provides support to the Laboratory Safety, Hazardous Materials and Facilities Safety programs. This includes evaluating USF laboratory safety and hazardous materials management programs and processes and communicating changes and recommendations for improvement related to facilities safety, laboratory safety, hazardous, pharmaceutical and biomedical waste, and stormwater. Provides technical guidance to Lab Safety and Hazardous Materials Specialists on chemical composition, chemical handling, and waste disposal during non-routine situations. Serves as back-up to Lab Safety and Hazardous Materials Specialists with laboratory inspections, hazardous waste pickups, bulking, and training delivery. Performs investigations of reported incidents including but not limited to hazardous materials, laboratory safety, and stormwater and determines root causes, and advises on remedial actions.

Coordinates the planning of responses to hazardous materials releases. Responds to releases that occur after hours. Assists Hazardous Materials Specialists with spills as necessary. Coordinates the purchase of additional spill response supplies and PPE with the approval of the EH&S Assistant Director. Oversees the completion of hazardous waste vendor pick-ups and other related services. Reviews and signs shipping manifests related to the completion of vendor services for accuracy and compliance. Applies for, distributes, and maintains database on regulatory permits related to hazardous materials management. Serves as a liaison to regulatory agencies during planned and unannounced inspections.

Performs site reviews of clinical laboratories and facility areas to ensure compliance with environmental regulations to include hazardous waste, universal waste, and stormwater regulations. Performs reviews of lab construction and renovation projects, IACUC chemical reviews, and IBC protocol reviews. Provides feedback and recommendations based on applicable guidelines and standards. Provides support to the University Lab and Field Safety Committee and Stormwater Compliance Workgroup.

Reviews new laboratory safety and environmental compliance regulations. Reviews and assists in the revision of lab safety and hazardous waste management plans. (i.e. Chemical Hygiene Plan and Lab Safety guides). Assists in the development and training of departmental spill prevention and response plans, and assists in the development of laboratory/studio/shop chemical and procedure-specific standard operating procedures.

Records and tracks compliance with mandatory safety training and medical evaluations for Laboratory Safety and Hazardous Materials Specialists; identifies any new safety training needs as necessary. Coordinates with appropriate personnel to ensure training is scheduled at required intervals. This includes, but is not limited to RCRA, DOT, HAZWOPER, ICS, and respirator fit testing.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a Bachelor's degree and 1 year of experience in safety or research compliance; or a Master's degree. Progressively responsible experience involving enforcement of safety protocols, hazardous material control, or scientific laboratory compliance may be substituted for the Bachelor's degree.

PREFERRED:

Bachelor's degree in Natural Sciences or Public Health and two years of experience in safety or research compliance; or a Master's degree and one year of experience in a related field. Progressively responsible experience involving enforcement of safety protocols, hazardous material control, or scientific laboratory compliance may be substituted for Bachelor's degree on a year by year basis. Preferred Certifications: CHMM, CSP, CHO

SPECIAL SKILLS/TRAINING:

Experience with Federal, State, local regulations and University policies related to facilities safety, laboratory safety, hazardous materials, and environmental compliance.
